Job Description

HII - Mission Technologies is currently seeking a motivated leader for the position of Senior Business Development Manager. This leader will have the ability to work remotely but must be able to travel to complete the responsibilities of the job. This leader will directly help guide the business for the C5ISR Operations team and partner with other mission-focused team members to shape and capture programs. You will be a key player in the success of this team as you work closely with leadership in all of the business areas, as well as other members in support functional areas. The most qualified applicant will lead the acquisition process effort for business opportunities of high complexity and/or strategic importance within the business unit. They will need to deeply understand the customer, the mission, and the challenges. You must be able to analyze, develop and implement capture plans, and orchestrate all capture activities during the proposal phase and post-submittal activities. The selected person will determine the necessary resources and support needed along with requirements and costs associated with bids. You should be able to easily assess the capabilities, strengths, and weaknesses for the development of capture strategies. To be a leader in this role you need to interact with a broad range of departments to develop and win price strategies, along with being prepared to present recommendations to senior management. Essential Job Responsibilities

  • Leading capture efforts to secure new or re-compete contracts, or task order business to position Mission Technologies in high-growth segments and programs of record.
  • Develops capture strategies including a business solution for the pursuit of opportunities to include identifying potential customers.
  • Exhibits creativity in strategic approach, pricing, and offers unique solutions.
  • Conducts after-action reviews for all opportunity capture participants to document lessons learned and identifies necessary adjustments to capture technique, strategy, and actions
  • Engage customers in identifying and shaping potential opportunities using knowledge of company capabilities, client relationships, and contract vehicles, including SIA3, GSA Oasis, and GSA Alliant 2 Lead the development of white papers, RFI, Market Survey, and Sources Sought responses, and in-person meetings and demonstrations
  • Develop and present bid/no-bid recommendations and pursuit and capture strategies at Gate Reviews
  • Support the capture and proposal development phases of the opportunity lifecycle by providing customer insights, solutions support, color review participation, and proposal writing, as required.
  • Represent HII-Mission Technologies as a prime internal and external contact on new business pursuits.
  • Grows and manages segments of the C5ISR Operations pipeline, establishes BD priorities, and works in conjunction with the C5ISR Operations Business Area Managers and Program Managers.
  • Provides leadership, management, and oversight for pursuits/capture activities towards a goal of meeting / exceeding the business development metrics for awards, submits, and pipeline growth.
  • Directly support the C5ISR Operations Senior Vice President to refine the overall strategic plan and then develop a pipeline of opportunities that provide an opportunity to grow market share and revenue.
  • Continuously monitors the market and competitors to develop and position our strengths/ competencies. Coordinates meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices.
  • Participates in business planning activities, including pipeline reviews, operating plan development, bid agenda development, opportunity collaboration sessions and gate reviews, black hat sessions, win theme and discriminator workshops, and proposal writing and reviews.


Minimum Qualifications

  • 6 years relevant progressive experience with Bachelor's in a related field; 4 years relevant progressive experience with Masters in a related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • 8 years of experience leading large DoD competitive pursuit and capture efforts.
  • 3 years of specific successful capture experience within the DOD and/or Federal/Civilian Agencies.
  • Ares could include but are not limited to DevOps/DevSecOps, cloud infrastructure and apps development/migration, and Artificial Intelligence (AI)/Machine Learning (ML);
  • The successful capture experience must include Performing Long Term Positioning and Opportunity Assessment (as defined by Shipley Associates)
  • Experience leading capture and closing single-award deals over $500M+
  • Thorough knowledge and understanding of the entirety of the Business Development lifecycle and the Shipley Methodology.
  • A desire to deeply partner and work collaboratively across all internal departments to ensure a winning business is executable and will result in a highly satisfied customer.
  • Ability to travel up to 50% or as required.
  • Clearance: Must be able to obtain and maintain a Top Secret clearance.


Preferred Requirements

  • 10 plus years of experience leading large DoD competitive pursuit and capture efforts.
  • Established customer relationships within the DOD and of Federal/Civilian Space
  • Experience with both DOD and Federal/Civilian Contracts, especially DHS.
  • Possess a current Top Secret security clearance.
  • Knowledge of FAR acquisition rules and requirements
