HII-Mission Technologies C5ISR Operations is seeking a Business Development Manager. The position will report to the Senior Vice President for the C5ISR Operations Business Area with the authority to lead, manage and integrate all necessary activities to identify, mature, and win opportunities. Specifically, the applicant will have a background and /or customer relationships in one or more of the following technical areas: full life-cycle of C5ISR systems and services.

The applicant should understand services type contract arrangements, systems development, technology integration, verification and operational test and assessment, system and support fielding, and training. The applicant should understand the organizational structure and mission of the 11 Unified Combatant Commands in the Department of Defense, the Department of State, and the Department of Homeland Security. The applicant will engage with senior customer leadership and acquisition teams, and provide guidance to HII proposal teams for producing a discriminating offer design/proposal in response to large, single, and multi-award contract bids or IDIQ Task Orders.

The position requires confident, knowledgeable, and hands-on leadership that works collaboratively with all stakeholders while staying focused on delivering a winning solution. The applicant will perform market and economic analysis, conduct business intelligence, design and execute formal capture plans, support marketing efforts, and monitor market and competitor activity.

What You Will Do

  • Grows and manages segments of the C5ISR Operations pipeline, establishes BD priorities, and works in conjunction with the C5ISR Operations Business Area Managers and Program Managers.
  • Provides leadership, management, and oversight for pursuits/capture activities towards a goal of meeting / exceeding the business development metrics for awards, submits, and pipeline growth.
  • Directly support the C5ISR Operations Senior Vice President to refine the overall strategic plan and then develop a pipeline of opportunities that provide an opportunity to grow market share and revenue.
  • Continuously monitors the market and competitors to develop and position our strengths/ competencies. Coordinates meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices.
  • Participates in business planning activities, including pipeline reviews, operating plan development, bid agenda development, opportunity collaboration sessions and gate reviews, black hat sessions, win theme and discriminator workshops, and proposal writing and reviews.


What We Are Looking For

  • 6 years relevant progressive experience with Bachelor's in a related field; 4 years relevant progressive experience with a Master's in a related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • Previous experience and/or current relationships within DoD and/or CCMD full life-cycle ISR, aircraft integration, AI/data science, national security, and S&T.
  • Experience with the successful execution of all phases of a large, multi-year capture effort, including strategic planning, shaping, competitive analysis, teaming, proposal development, and transition to execution
  • Travel, as required, is estimated at 25% per month. A remote work location is available.
  • Clearance: Subject to a security investigation and may need to meet eligibility requirements for access to classified information.
