Your Specific Responsibilities:

This is an independent professional position requiring extensive working knowledge of administrative functions related to multiple program areas, but specifically the Environmental Resource Permitting Program (ERP) Permitting Program. This position involves the exercise of independent judgement, initiative, and ability to train district workflow staff on established procedures for administrative and regulatory support workflow functions. This work involves specific assignments related to workflow duties. This position is a lead team position to work together with the Permitting Program Administrator

The incumbent in this position is responsible for Business Planning and Permitting Workflow Operational Efficiencies : Team Leader for streamlining SED Permitting ERP Program Workflow operations to accomp li sh organizational efficiencies and strategic planning goals, including but not limited to:

Inbox Management- responsible for coding and assignment of all incoming Environmental Resource Program (ERP) permit applications to the Workflow Team, including determining delegation authority to the Water Management Districts, Broward, or Miami Dade Counties. Make sure applications are received, coded and setup no more than 2 days of being received.

ERP Exemption (Auto-Letters) Letters – responsible for oversight of the auto-letter process, including qualifying applications, completing summary sheets, and ensuring that SED auto-letter performance expectations and metrics are met. Auto-letter management includes determining what projects qualify and triage, proper setup of the application, and assignment to Workflow Team members. Make sure all identified auto letters are issued within 10 days of being received unless they are placed on RAI.

Manages Oculus Content – Coordinates all RAI response uploads into Oculus for ERP and other Permitting Program Areas.

PA Database – Manages and coordinates corrections in PA, such as change in events or codes, etc.

Provides weekly update reports and/or statistical analyses to the BPPA & PPA on tasks related to workflow metrics and Permitting metrics.

Coordinates ERP permitting activities with the Marathon Branch Office.

Works closely with leadership and regulatory staff on the development and implementation of efficiencies to ensure success with permit processing within the district and statewide.

Works with other team members on training of administrative duties and attends meetings, as required, to facilitate the coordination of efforts as they relate to the workflow process and the department’s paperless initiative.

Assists with other Permitting Program Areas, as needed.

Special projects : Planning and implementingspecial projects related to general team projects, specific time - oriented tasks, or general duties as they relate to t he Business Plann i ng and overall district needs. Responsible for proper use and care of state-owned property and equipment assigned to t his position. Attends workshops and seminars when requested.

Performs other related duties as required.

Required Knowledge, Skills, and Abilities:

Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.

Ability to collect, evaluate, analyze, and interpret scientific or technical data.

Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental programs.

Ability to communicate effectively in writing and verbally.

Ability to plan, organize and coordinate work assignments.

Ability to prepare technical and programmatic reports.

Ability to understand and follow legislative policy direction as established in Florida Statutes.

Ability to perform field inspections including, climb ladders and stairs, walk on slopes, lift and carry 40 pounds over a distance up to 100 yards.

Ability to work outdoors for extended periods of time in temperatures and weather conditions typical of South Florida.

Ability to use safety equipment.

Skilled in the use of personal computers, computer programs, spreadsheets, industry database applications and various electronic devices.

Ability to maintain a valid driver’s license and travel overnight when required.

Ability to conduct and complete work assignments without close supervision.

Ability to use safety equipment and complete a 24-hour HAZWOPER course as applicable.

Certification upon appointment or within 6 months of appointment as a Certified Wetland Evaluator (CWE) as applicable.

Must have prior approval and meet the snorkeling / skin diving validation requirements in the DEP Underwater Operations Manual, as applicable.

Required Qualifications:

Valid Driver License

Ability to travel

At least six months of Permitting/CAP related experience.

Preferred Qualifications:

Bachelor’s degree from an accredited university or college; or a ny combination of post-secondary education or verifiable related experience, as described above, for a total of 4 years, (Preferred)
