Core Responsibilities:The DHHS Financial Service Center is seeking an Accounting Technician to join the Accounts Payable Team. This position will contribute to the Department’s mission by helping us ensure state and federal funds are utilized in an efficient manner to meet the health and welfare needs of Maine’s citizens.This position’s primary responsibilities include: Provide a quality review on invoices to ensure they are paid accurately. Review, input, process, and reconcile documents necessary for the processing of invoices. Ensure compliance with applicable procedures, policies, federal requirements and state statutes. Ensure that proper payments will process through the accounting systems through quality assurance and approval of invoices The DHHS Financial Service Center is a supportive and friendly environment that fosters professional growth, teamwork, and collaboration with DHHS. The impact of your work will be felt throughout major programs that provide critical services to Maine's most needy population, and you will have the satisfaction of knowing you have helped DHHS executive managers and program managers deliver vital services to the people of Maine.Minimum Qualifications:3 years of practical work experience providing complex technical support to professional accounting staff -OR- An Associates Degree from an accredited educational institution in Accounting -OR- any Bachelors Degree from an accredited educational institution that includes 12 semester hours in accounting coursework. Accounting coursework must include successful completion of Principles of Accounting I & II plus two other accounting-related courses. Experience must demonstrate comprehension and application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines.Only post-secondary degrees from a college or University whose accreditation have been granted from a nationally recognized accreditation agency recognized by the U.S. Secretary of Education will satisfy educational requirements. Foreign degrees must be evaluated by the World Education Services for authentication and U.S. equivalency.The backgrounds of well-qualified candidates will demonstrate the following competencies: Thorough knowledge and experience of complex accounting principles. Prior experience and/ or education which demonstrates knowledge of GAAP/ GASB, analyzing accounting data and accounting reconciliations. A proven ability to ensure the accuracy of accounting transactions.Agency information: The DHHS Financial Service Center is responsible for program accounting, cash management and revenue/expenditure controls for the Department of Health and Human Services (DHHS). The Service Center provides budgetary and fiscal analysis for many complex areas within DHHS, including TANF (i.e., Temporary Assistance for Needy Families) and MaineCare (Maine’s Medicaid Program). The Service Center works collaboratively with senior leadership at State agencies, providing consultative financial and accounting services. Areas of fiscal expertise include compliance with State and Federal laws and regulations, statewide budgetary policy, budget development and monitoring, application of generally accepted accounting and financial practices, grant management, financial analysis, cash management, accounting and financial processing, and legislative support.
