The Department of the Secretary of State, Bureau of Motor Vehicles is seeking candidates for the Director of the Division of Enforcement, Anti-Theft and Regulations. This position is open to employees of Maine State Government only.This position reports to the Deputy Secretary of State for the Bureau of Motor Vehicles. The Division has oversight of Law Enforcement and Motor Vehicle Dealer Licensing. This position will direct and oversee the staff and programs within the division and is a professional law enforcement investigative and protective service position which will also direct the Dealer Licensing program. The position will direct the planning, assigning, and scheduling of sensitive and special investigations to detective teams and provides direction to the Assistant Director. REPRESENTATIVE TASKS:

Implements program policies and initiatives to support agency goals and objectives established by executive management.

Directs, reviews, evaluates and monitors operations of the law enforcement, the cyber fraud detection unit, and the dealer and salvage licensing programs to ensure program compliance.

Advises Secretary and Deputy Secretary of State and state and local law enforcement officials, motor vehicle officials, legislators, the public, automobile dealers, and their legal representatives in order to explain and clarify the laws, rules and regulations applicable to and enforced by the division.

Directs both law enforcement personnel and administrative staff.

Assumes command during critical incidents for field offices, BMV main office and the Office of the Secretary of State in order to maintain and protect public health, safety, and security of all those involved.

Develops budgetary requests.

Represents the department or bureau in the absence of the bureau Deputy and delivers presentations and testimony at hearings, meetings, conferences, and workshops.

Monitors and enforces division and agency policies.

Oversees the development of programs for the division.

Oversees the evaluations of work performance of division staff to identify individual strength and weaknesses, to determine training needs and to make personnel recommendations.

Implements and complies with human resource laws, policies, procedures, and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.

KNOWLEDGE, SKILLS & ABILITIES:

Excellent written and oral communication skills, including the ability to communicate effectively with people with a broad range of knowledge and abilities.

Strong leadership and managerial skills, including expertise in hiring, supervising, and developing leaders.

Ability to work collaboratively and to establish and maintain working relationships with people in a variety of positions within the organization and across other departments.

Ability to apply rule and judgment on aggrieved issues that arise within the multiple areas of program administration and oversight.

Ability to develop, evaluate and improve programs, policies and procedures.

Ability to develop weekly monthly, quarterly and annual goals, action plans and reports.

Knowledge of applicable state and federal laws, rules and regulations governing the programs of responsibility.

Knowledge of Maine Criminal Justice Academy rules, policies, and procedures.

Knowledge of law enforcement training, educational resources, and agencies.

Knowledge of MRSA Titles 10, 17-A, 29-A and 30-A.

Knowledge of the Criminal Justice Information Systems (CJIS) Policy and security requirements.

Knowledge of computer technology and electronic fraud, theft, and criminal activity.

Ability to employ a wide variety of law enforcement methods and techniques in resolving complex and sensitive criminal and civil disputes.

Ability to develop and implement program and procedural improvements and changes.

Ability to analyze data, reach logical conclusions, and make sound decisions.

Ability to use tact and diplomacy in handling sensitive situations and correspondence.

Ability to develop and maintain law enforcement policies.

MINIMUM QUALIFICATIONS:

A 10 year combination of education and experience in executive management of a law enforcement agency with regulatory responsibilities.

CERTIFICATIONS:

A valid Maine driver’s license

Certification as a fulltime law enforcement officer through the Maine Criminal Justice Academy (MCJA).

Must meet all the requirements with the exception of MCJA required time served as an executive or deputy executive to obtain an Executive Law Enforcement Certification from the Maine Criminal Justice Academy.
