ABOUT THE JOB DETAILS:The Senior Programmer/Analyst will develop technology solutions for the Division of Support Enforcement & Recovery (DSER). This position will support the Child Support Enforcement for Maine (CSEME) application. This will include:

Enhancing and maintaining the CSEME application.

Developing interfaces and web portals.

Participating in all aspects of the Software Development Lifecycle (SDLC).

Ensuring the secure, stable, and highly performant delivery of all technology solutions to our agency.

Mentoring, coaching, and providing direction to junior developers

Hybrid Work Opportunity– This position currently has the opportunity to work from home as much as 90% of the time. There is a requirement that the employee be in the office at least once every two weeks and the remote work location must be in the State of Maine.

Ability to effectively communicate both orally and in writing to technical and non-technical audiences

SDLC management in an iterative hybrid environment

And finally, the ideal candidate will possess strong experience in the following technical areas:

Reviewing code towards a cleaner more efficient and organized code base

Competency in delivering fully tested deployments

Competent with code repository/versioning management systems (i.e., GitHub, Subversion)

Test driven development

Java

SQL

PL/SQL

RDBMS

Oracle

Oracle APEX

Oracle forms

Oracle BI Publisher

Preference given to candidates who display a high-level skill set in the following areas: teamwork, communication, customer service, problem solving, mentoring, Oracle/PL-SQL and Oracle APEX skills.

How will you apply your skills?

Troubleshoot and resolve system problems to ensure systems are continuously available and function properly

Be an integral part of an application development team in both active initiatives and maintenance of stable applications

Work will involve frequent communications with our business partners, teammates, project leaders, vendors and all levels of IT support and management

Participate in reviews and walk-throughs of functional requirements, system designs, program specifications, coding, test plans, and documentation packages to minimize system problems and ensure quality control

Communicate frequently with business partners, teammates, project leaders

MINIMUM REQUIREMENTS:

Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR-

A Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent.

A Masters Degree in Computer Science may be substituted for one (1) year of programming experience.

The selected candidate will be required to pass the required background checks as a condition of employment.
