This is a full-time, salaried position responsible for the supervision of up to 6 staff members designated to carry out the responsibilities of the SOC grant. You will be responsible for all grant reporting, budgeting and communication with the grant officer. You will work with colleagues to design and implement effective quality assurance/quality improvement programs; and you will participate in assessing and improving the overall design of DHHS behavioral health programs for youth and their families in Maine. Responsibilities:

Ensure timely and quality grant reporting, budgeting and implementation.

Coordinate project start-up and implementation activities including recruitment, hiring, orientation, supervision and overseeing the day-to-day operational responsibilities.

Ensure operational integration and integrity, consistent with project activities outlined in this proposal and best practice standards of care;

Establish mechanisms to ensure timely data capture, performance monitoring and reporting of program indicators to assess increased access to behavioral health services; and

Provide direct supervision of the designated program staff.

Skills and Knowledge required:

· Knowledge of federal grant management.

· Knowledge of applicable Department programs, policies, procedures, and guidelines.

· Knowledge of Evidence-Based Practices and the Behavioral Health System.

· Knowledge of community resources and services.

· Ability to supervise a staff of professional and clerical personnel.

· Ability to plan, organize, assign, and evaluate the work of subordinates.

· Ability to establish and maintain effective working relationships.

· Ability to analyze program data and apply it to program quality improvement.

· Ability to prepare reports and meet established deadlines.

· Ability to interview and evaluate potential employees.

Minimum Qualifications:Four (4) years of progressively responsible experience in social service or mental health/developmental disabilities programs and a Bachelors Degree. At least three (3) years of the required experience must be in a supervisory and/or administrative capacity. Equivalent related work experience may be substituted for education on a year-for-year basis.The background of well-qualified candidates will demonstrate expertise in the following areas:

Knowledge and experience in grant management including budgeting and reporting.

The ability to analyze significant program data and utilize it for program evaluation and quality improvement purposes.

A thorough knowledge of Children’s Behavioral Health policy and practice.
