Senior Project Engineer

PRIMARY FUNCTIONS & RESPONSIBILITIES

1. Administers the prime contract for the project: Administers, documents and processes all communication of importance among the Owner, Architect, Consultants, Subcontractors and Contractor. Estimates and negotiates for approval of all contractual changes.

2. Prepares and is responsible for collection and disbursement of all payment estimates.

3. Coordinates construction in compliance with the requirements of all government agencies, public utilities and unions.

4. Prepares the construction progress schedule together with the Construction Superintendent.

5. Assists Contract Manager with administering all subcontractors for the project: Prepares/reviews and administers all subcontracts.

6. Reviews shop drawings and submittals for compliance with the plans and specifications. Insures timely delivery of subcontractor materials. Approves all Subcontractor payments. Reviews and evaluates Subcontractor materials. Reviews all subcontract selections, agreements and Change Orders to Subs prior to execution.

7. Assists the Superintendent with implementation of weekly construction plan and records the meeting minutes.

8. Material Control: Verifies all purchases of permanent materials for conformance to specifications, quantity required and pricing. Insures timely delivery.

9. Provides technical and shares knowledge as required to resolve day-to-day problems.

10. Reviews Change Order Proposals, attends Change Order negotiations as necessary, discusses proceedings of negotiations and recommends course of action.

11. Reviews monthly payment estimate for amount and timeliness.

12. Reviews all weekly cost and forecast reports and make recommendations as required to improve quality of report.

13. May assist/supervise selected quality control inspection and testing programs.

14. Perform miscellaneous or special related duties as they arise which requires resolution, such as claims, etc.

15. May supervise and train project engineers and engineer trainees in their assigned responsibilities.

16. Performs other duties as assigned.

KNOWLEDGE AND SKILLS USED

1. Requires engineering degree plus twelve (8) years practical experience of practical Construction experience.

2. Engineering: Interpretation of contract drawings and specifications, technical as well as experience knowledge to assure quality of work performed by subordinates.

3. Contract Administration: Assists with negotiating Contract Changes, Scheduling, Procurement of material, Bond and Permit requirements and assignment of subcontract.

4. Knowledge of contract law and legal remedies.

5. Estimating: Prepare/evaluate estimates for amount and impact of change to project.

6. Cost Engineering: To evaluate cost and forecast reports for accuracy.

HUMAN RELATIONS AND SUPERVISION

1. Supervise and provide functional direction to project engineer(s), engineer(s) in training and cost/scheduling engineer(s).

2. Maintain working relations with job management and supervisory staff to resolve problems in plans and specifications. Interpretations, scheduling, contract changes, cost engineering, and material procurement.

3. Maintain contacts with subs, material suppliers and equipment rental agents to assist project engineers.

4. Maintain contacts (as assigned) with owner and agents to assist project engineer and job superintendent in contract administration. Attend important meetings and negotiation of contract change orders and provide technical and administrative support.

5. Report to division manager and project manager or general superintendent to discuss job progress and requirements and provide the link between management and project and cost engineers as necessary.

FINAL DECISIONS

1. Assist in final selection of material suppliers after reviewing best price, conformity to specifications and delivery schedule in buying out a project. Frequency of ordering and dollar amount varies with contract.

2. Review all contract change order proposals prior to submittal to owner.

3. Recommend to Project Management final selection after reviewing the scope of work, reliability, financial soundness and capability of subcontractors.

4. Discuss and recommend course of action, and making final decision by project engineer in their duties related to the administration of the project.

IMPACT

1. The correct evaluation of material purchases, delivery schedule and conformity to specifications impact the financial outcome of the project. The impact of change orders to the project must be properly evaluated and provide for proper remuneration, both in amount and contract time.

2. At the project level, the project engineer provides the engineering, technical and administration functions and his/her performance, attitude and human relation reflects on the management of the project.
