The Operations Supervisor:

Supervises a team of Airport Operations Specialists ensuring that the City of Boise Airport maintains Federal Aviation Administration (FAA) certification and compliance.

Monitors and enforces Transportation Security Administration (TSA) 49 CFR Part 1542, Airport Security regulations, and Federal Aviation Regulation (FAR) Part 139.

Receives OT, Holiday, Shift Differential and On-Call/Call-In Pay premiums as applicable.

Essential FunctionsIs the primary Incident Commander for winter operations and serves in an “on call” capacity during the winter season on a rotating basis. Manages a variety of specialty programs to ensure the Airport complies with regulations.Performs inspections of airfield and airport property to ensure airport maintains FAR 139 Certification compliance. Reports airport and airfield conditions in an accurate and timely manner. Inspects runways and taxiways, along with unpaved areas, airfield markings/signs/lighting. Monitors local and regional weather patterns. Reports field conditions during winter operations. Monitors airport movement and non-movement areas for Foreign Object Debris (FOD). Issues proper Notices to Airmen (NOTAMS). Conducts wildlife mitigation efforts on and around the Boise Airport, using a variety of methods.Ensures compliance with TSA 1542 through airport terminal and perimeter security inspections, and taking appropriate enforcement actions. Monitors movement and airport access through security access tracking software and responds to all alarms. Monitors and controls multi-faceted enhanced Closed Caption Television (CCTV) and access control systems using computer software.Responds to all emergency and medical incidents that occur at the City of Boise Airport. Interacts with victims, emergency responders and witnesses. Completes appropriate reports and provides customer service to the public and airport community. May act as the initial airport representative in liaising with law enforcement during irregular operations. Supervises and maintains lost and found program. Provides assistance and guidance for airlines and airport vendors. Acts as a sworn code enforcement officer and, on rare occasions, responds to the City of Boise Clerk’s Office and in some cases City Court proceedings when tickets are contested.Operates and monitors a multi-channel, county-wide two-way radio system to communicate airport functions as well as emergencies on and around the Airport. Operates and/or monitors flight information displays, weather displays, runway surface sensor displays, and fire detection system and emergency notifications. Operates computer terminals using applicable software.Supervises and provides assistance to airport Credentialing Office to ensure proper training and screening of personnel working and operating within the Boise Airport. Processes security badging/credentialing and training applications. Provides security and airport drivers/familiarization training to employees, tenants, and others as outlined in TSA 1542 and FAR 139.Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization.Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time. RequirementsRequired Knowledge, Experience, And Training

Bachelor’s degree in Airport Management, Business, Public Administration or related field with

3 years’ experience in airport operations or administration including demonstrated experience conducting FAR 139 airfield inspections and supervising employees, or

an equivalent combination of education and/or experience.

Working knowledge of:

Airport and airline operations and security, theory, systems, and design;

Principles and practices of effective employee supervision;

Federal, state, and local laws, regulations, policies, and procedures related to operations of a certified, commercial airport;

Airfield and terminal operations, procedures, and technical aviation issues, equipment, and administration;

Safety practices and precautions sufficient to recognize and correct hazardous situations;

Basic aviation and airport control procedures sufficient to provide safe coordination of various areas of the airport and aircraft;

Business office and telephone etiquette and equipment;

General office practices;

Customer service techniques; and

Radio communication techniques.

Ability to:

Perform a full range of supervisory responsibilities;

Operate a computer with demonstrated proficiency using applicable software;

Prepare clear, accurate, concise, and comprehensive oral and written reports, logs, and NOTAMS;

Exercise sound judgment in stressful situations;

Handle customer concerns respectfully;

Remain calm under public criticism;

Prioritize work and relay information during emergency situations;

Make quick decisions and adopt and/or modify established practices and procedures to irregular operations;

Accomplish multiple tasks accurately with frequent interruptions;

Interpret regulations, policies, and procedures;

Display an attitude of cooperation and work harmoniously with all levels of City of Boise employees and the public;

Communicate effectively in the English language at a level necessary for efficient job performance;

Complete assignments in a timely fashion;

Understand and comply with all rules, policies, and regulations;

Maintain prompt and regular attendance; and

Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

Four years of experience conducting FAA FAR 139 and TSA 1542 Compliance Inspections, or experience as a pilot, crew member, flight dispatcher or military experience, with two years in a supervisory role.

Advanced American Association of Airport Executives (AAAE) training/credentials.

FEMA NIMS 100, 200, 300, 400, 700 and 800 Certification.

Licensing And Other Requirements

Valid Idaho driver's license.

Successful completion of a TSA 10-year employment background investigation.

Individuals must annually qualify and maintain qualification standards with firearms and pyrotechnics.
