About the State Budget Agency (ISBA):  The mission of the Indiana State Budget Agency is to achieve excellence in fiscal decision making and fiscal results on behalf of the Governor and in support of the General Assembly. The State Budget Agency facilitates the processes of revenue forecasting, budget development, and budget implementation. The Budget Agency evaluates and communicates the fiscal and policy impacts of legislative proposals with the objective of assuring the best information available to decision-makers.  Role Overview: The SBA Division Director responsible for environmental/conservation, transportation, and capital focused areas will lead a team of three to four fiscal analysts; coach, mentor, develop, and train new fiscal analysts; represent the division in senior staff meetings; assist assigned agencies in preparation of biennial budget requests; review and analyze agency submitted biennial budget requests based on SBA policies; assist with preparation of the budget bill; calculate and track fiscal impacts of bills through the state legislative session; review agency administrative rules; assist in policy recommendations; present projects and research to the Budget Director and, if necessary, to the Budget Committee; monitor agency expenditures, review and approve appropriate fiscal transactions; and review agency contracts and memorandums of understanding. You should have a Bachelor's Degree in Public Policy, Business Administration, Economics, Program Administration, or a related field, or partial completion and continued effort toward the completion of a Master’s Degree. You should have a minimum of 5 years of relevant work experience. An advanced degree in an appropriate field could be a substitute for some work experience. Also, additional relevant work experience could be substituted for an advanced degree. Salary Statement: The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience. A Day in the Life: The essential functions of this role are as follows:

Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.

Develop and coordinate plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.

Provide guidance to agencies and the public regarding applicable laws and rules.

Supervise subordinate personnel including hiring, determining workload, and delegating assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.

Monitor agency or program budget including revenues, expenditures, and budget projections.

Communicate with news and other media. responds to media questions or requests in an appropriate public relations manner.

Coordinate with other government officials on planning issues (i.e. federal and/or state agency directors, etc.).

Coordinate, review and evaluate the use of appropriate controls and standards for the agency.

Some essential functions of this position may be performed onsite at the agency’s worksite or other assigned worksites while some essential functions of this position may be eligible for work from home authorization in accordance with policy. Remote work authorization is not automatic and is dependent upon operational needs and agency approval.

Ability to identify problems, determine accuracy and relevance of information, and use sound judgment to generate and evaluate alternatives and to make recommendations.

Ability to work with internal and external customers to assess needs, provide assistance, resolve problems, and satisfy expectations.

Outstanding interpersonal skills with the ability to build relationships, establish credibility, and influence leaders at all levels.

Make sound, well-informed, and objective decisions. Perceives the impact and implications of decisions.

Ability to identify problems. determine accuracy and relevance of information, and to use sound judgment to generate and evaluate alternatives and to make recommendations.
