Position SummaryThe purpose and mission of the Marion County Community Corrections Agency is to improve the lives of citizens in Marion County through community supervision, as an alternative to incarceration, utilizing evidence-based practices and comprehensive case management while cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the citizens of Indianapolis and Marion County. This position is responsible for overseeing and supervising the performance of team leaders and front-line team-members located at Marion County Community Corrections facilities. The incumbent in this position is responsible for the supervision of clients, development and knowledge of case plans, referral to services, programming, training in processing client arrivals and releases, handling phone calls and requests, knowledge of home visits, and monitoring of electronic monitoring equipment. The incumbent will assist in the day-to-day operations and programming related to Marion County Community Corrections and is directly responsible for public safety, team-member safety, team-member accountability, and adherence to evidence-based practices. This position has wide latitude to make decisions related to public safety, team-member safety, client safety and accountability for records management, maintenance and retention, and administrative services. The incumbent has a wide range of discretion on matters such as hiring and terminations that deviate from standards as established within the appropriate policies, procedures, and laws. Incumbent must effectively identify and evaluate available data to exercise sound judgment when evaluating requirements, productivity of team-members and cost effectiveness of programs. Errors in judgment could cause irreparable consequences and lost work hours to the agency. The incumbent has the freedom to use judgment while assisting in policy formulation and in all types of negotiations. Incumbent will provide input to the manager in agency-wide decision making and will provide assistance in the absence of the Division Manager. The incumbent in this position is required to be on-call 24-hours a day, seven (7) days a week with a rotating schedule of weekends and holidays as scheduled. Position reports to the Manager, Operations. Responsible for the daily supervision and performance of assigned team-members

Assists in personnel matters such as recruitment, promotion, and disciplinary processes

Implements, updates, and enforces agency policies, procedures, and standards

Enforces adherence to all applicable laws, policies, and procedures[WC1]

Supervises the screening process for all community corrections referrals and ensures coordination with local and out of county and state entities regarding placement

Ensures, case management capacity levels are sufficient for placements, as much as possible

Provides input for development and assists with review of policies and procedures relating to community corrections including operations, case management, security, field team, work release, and maintenance

Maintains crisis intervention training and de-escalation skills in interactions with team-member and clients

Responsible for ensuring policies and procedures are properly enforced and are consistent with all federal, state, and local laws and regulations

Responsible for ensuring emergency plans are in place and that team-members are adequately trained

Ensure internal and external problems, conflicts, and issues are dealt with appropriately through the use of investigation, fact finding, interviews, and analysis of information, citizen, and client complaints or grievances

Represents the agency to other agencies, groups, boards, businesses, and the public in a proper manner fitting the vision and mission statement

Serves as the liaison in responding to questions, problems, and concerns of other agencies and divisions, courts, vendors, community individuals, programs, and agencies

Prepares statistical data and reports to summarize and evaluate program performance

Reviews and monitors client treatment plans and programs, schedules clients for programs, monitors participation, and ensures compliance to program rules and regulations

Attends court hearings as needed

Participates in the staffing of cases and supervises or reviews recommendations for referrals

Monitors client to case manager ratios and violations of program and court orders

Contributes to the strategic direction of the agency

Responsible for assisting with the development of short and long-term management of its logistical operations and resources

Ensures the implementation and adherence to evidence-based practices for community corrections, including vendors

Utilizes motivational interviewing techniques

Utilizes and ensures team-members utilize the Eight Principles of Effective Intervention in the daily duties while working with the clients

Utilizes and ensures team-members utilize positive reinforcement and prosocial modeling in an attempt to achieve repeat prosocial behavior

Assists Division Manager by acting as a liaison or representative with the Department of Correction and criminal justice partners at the state and local level

Helps in preparing current and future needs assessments regarding efficient staffing levels and performance of team-members and contractors

Position may be required to attend court and field work to monitor team-members adherence to policies and procedures and evidence-based practices

QualificationsBachelor’s degree in Criminal Justice, Business Management, or related field and eight (8) years of experience within a similar field or an equivalent combination of education, training, and experience in the absence of a college degree. Must pass State IRAS certification exam within six (6) months of employment. Ability to communicate effectively both orally and in writing. Skilled in establishing cost effective programs and quality control. Requires knowledge in leadership, management, contracts, personnel and process performance measurement, investigative principles and practices used in insuring compliance with appropriate state and federal laws, regulations and requirements of court evidence, training. Must be able to advise and assist team-members and the public in all aspects of the agency. Must be able to interface with the public regarding procedures. Must be able to interpret and explain court decisions to clients, others, municipal boards, committees, and managers. Emotional intelligence when dealing with people of all backgrounds. Knowledge and use of Microsoft Office. The incumbent in this position is required to be on-call 24-hours a day, seven (7) days a week.
