Job DescriptionThe Iowa Department of Revenue’s Internal Services Division is seeking aManagement Analyst 3to join our Product Support team.The Internal Services Division plays a crucial role in ensuring the Department's day-to-day operations run smoothly, efficiently, and effectively. Its responsibilities span many areas, from the safeguarding of confidential taxpayer data, management of the GovConnectIowa Program, integration of technology solutions with business objectives, human resources, data analytics, and business continuity activities. The dedicated staff of this division focus on elevating both the internal and external customer experience. Throughout the year, the division coordinates education and outreach initiatives, fostering connection with our customers.In this position you will:

Coordinate Department of Revenue projects for system changes and enhancements, and business process mapping using lean facilitation techniques

Lead multiple small projects simultaneously and/or assist IT Project/Program managers on large projects and technology transformation initiatives

Conduct performance monitoring, benefits realization, and investment justification

Develop project business cases, engage in procurement, and develop quality documentation

Gather business requirements and develop project plans with appropriate level of detail, and follow internal procedures for status reporting

Coordinate the activities of project resources to ensure the project progresses on schedule and within budget

Assist with writing test scenarios and instructions for business testers. Help prepare for testing activities, such as coordinating regression testing

Preference will be given to candidates with the following:

Project work experience, such as coordinating projects and participating in business process improvement initiatives

Strong communication skills and a customer service orientation

Experience leveraging sophisticated technology to perform work

Experience participating in IT modernization initiatives

Job Specific Competencies:

Complex Problem Solving – Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions

Customer Service – Principles and processes for providing customer services, including customer needs assessment, meeting quality standards for services, and evaluating customer satisfaction

Administration and Management – Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources

Deductive Reasoning – Apply general rules to specific problems to produce answers that make sense

Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

All of the following (a, b, and c):

One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.

Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
