Position Information Job Title Program Director, TRIO Student Support Services (SSS) Job Description The TRIO SSS Program Director is responsible for overall program development, implementation, administration and reporting functions of the federally funded TRIO Student Support Services ( SSS ) grant project at SCC . The SSS program annually serves 250 participants across the entire College service district who are deemed eligible per federal guidelines (low income/first-generation) and are selected into the program based on their educational goals and ability to comply with program expectations (persistence, retention, graduation, transfer, completion of bachelor’s). The Project director is specifically responsible for fiscal management, staff selection & supervision, program development, coordination & management of program services, recruitment, & selection of Participants, direct advising & services to Participants, & overseeing compliance with federal regulations.This position is a full-time position (261 work days per year) and is based on our West Burlington campus. The starting salary is $55,000.00 per year.Benefits include medical, dental & vision insurance, $50,000 life insurance, long-term disability, paid sick leave, paid discretionary leave, 15 days vacation, paid spring and holiday breaks and participation in IPERS or TIAA - CREF retirement plan.The TRIO SSS Program Director must have the ability and mobility to service both campuses; travel to other areas nationally, regionally, state and throughout the college district required. Must be able to work on a basis of “available as work demands” in addition to a fixed schedule, which will include evenings and weekends. In addition, the individual in this position will actively promote a positive image for the college district.The TRIO SSS Program Director will abide by the employment contract and relevant policies and guidelines of the Board of Trustees. Employment is contingent upon the continuation of grant funding.Essential Duties Summary Responsibilities include but are not limited to:

Learn, apply, and role-model all SCC policies and procedures, including but not limited to the strategic goals and expectations of accountability within the Student Services Division and Student Support Center department.
Embrace and support constructive change; work efficiently and effectively to improve SSS program and related college operations.
Contribute toward building a positive team working environment within SSS and the Success Center Department; treat others with respect and compassion as a representative of SCC .
Apply ethical standards to work situations; make work decisions in accordance with SCC’s values and goals; show respect and sensitivity for cultural differences, and promote a harassment-free environment.
Develop, implement and/or coordinate SSS activities and services to ensure project objectives are achieved or exceeded.
Manage annual budget to utilize resources efficiently and effectively.
Hire, train, supervise and evaluate performance of SSS program staff.
Coordinate on-going data collection and record maintenance to ensure compliance with federal reporting requirements.
Accurately interpret APR (Annual Performance Report) directions, and perform the collection, review, data-entry, and submission of program results in coordination with other program staff.
Assist in the development of competitive grant proposals.
Coordinate development and delivery of promotional strategies to recruit eligible students.
Maintain minimum caseload requirements providing direct services to SSS participants.
Conduct interviews and needs assessment with prospective participants.
Verify student eligibility and admit students into the program.
Ensure accurate and timely documentation of services and performance in compliance with federal regulations.
Advocate for SSS program and collaborate with appropriate college departments to meet the needs of SSS participants.
Supervise the monitoring of student academic progress and follow-up conferences.
Travel required with ability to work evenings and weekends
Every five years, write TRIO SSS Grant Proposal to regain funding for the program.
Responsible for Training of TRIO SSS Advisors Student Planning and Ellucian functions of registration functions (mirror the Student Success Advocate and Director of Student Success and Retention roles)
Responsible for Training TRIO SSS Advisors on Financial Aid and Mandatory Advising for students on dismissal for financial aid (mirror the Student Success Advocate and Director of Student Success and Retention roles)
Responsible for training TRIO SSS staff in FAFSA updates and providing training on financial literacy and economic literacy (mirror the Student Success Advocate and Director of Student Success and Retention roles)
Responsible for overseeing the TRIO Center in Keokuk and West Burlington in partnership with TRIO UB Director (daily maintenance issues & staff coverage to ensure student access to computer lab and study areas)
Curriculum development for Canvas workshops for TRIO SSS participants
Create Professional Development opportunities in Department relevant for TRIO SSS staff/student populations outside of SCC provided sessions
Responsible for creating strategic communication plan for all TRIO SSS participants regarding all key college deadlines based on college calendar (email, text, canvas announcements) (mirror the Student Success Advocate and Director of Student Success and Retention roles)
Teach First-Generation sections SDV -108
Participate in campus wide meetings for go-no-go meetings semester (mirror the Student Success Advocate and Director of Student Success and Retention roles)
Coordinate with Accommodations Office to ensure Eligibility and Compliance of grant eligibility and Annual Performance Report ( APR )
Coordinate with Business office Controller to ensure draw down of G5 in a timely fashion.
Coordinate with IR & SCC Data Team to complete the APR using SCC’s Reporting Services systems.
Other duties as assigned.
Required Qualifications
Doctoral Degree Preferred; Master’s Degree required in education, college services, community education, social work, public administration, or related field from an accredited college or university.
Minimum of three (3) years’ experience preferred in the areas of staff supervision; budget management; program development and evaluation; reporting and compliance with federal regulations.
Minimum of five (5) years’ direct related experience preferred with federal TRIO programs, academic advising and academic support programs, first-year experience programs, or similar programs for disadvantaged individuals.
Formal training and/or work experience in programming that promotes the annual persistence of Participants from one academic year to the next.
Formal training and/or work experience in programming that improves the annual good academic standing rates of Participants.
Formal training and/or work experience promoting graduation and transfer rates for Participants.
Formal training and/or work experience in Effective Student “Coaching,” specifically in the areas of guiding Participants with goal setting, time management, self-advocacy, and study skills.
Ability to plan, administer, and manage academic success and educational opportunity related programs.
Knowledge of: academic advising services, development of individualized service plans, college, career, financial aid, and economic literacy services, and programming for disadvantaged college students.
Knowledge of and experience with principles of administrative organization and management.
Ability to supervise and evaluate the work of others.
Knowledge of applicable federal, state, and local rules and regulations.
Ability to develop budgets and monitor expenditures.
Knowledge of basic computer software including Microsoft Office suite.
Ability to collect and analyze data and conduct internal Project evaluations.
Ability to effectively communicate orally and in writing.
Ability to provide leadership and establish effective working relationships.
Knowledge of barriers to postsecondary education faced by low-income and first-generation college students.
Professional or personal experience in overcoming barriers similar to those confronting SSS -eligible students.
Experience managing a grant funded project preferred.
Ability to learn and develop competency in SCC’s administrative software (Datatel) and Student Access database.
Ability to evaluate progress toward the attainment of program objectives and adapt timely approaches as necessary to assure project success.
Understanding and commitment to the comprehensive community college philosophy.
Ability to prioritize, make sound decisions and adjust schedule to fulfill requirements of the project.
Special consideration given to candidate with background similar to the program’s target population.
Ability to handle confidential matters with discretion and perform with a high level of personal and professional integrity and ethics.
Valid driver’s license required; CDL preferred.
