The position performs payroll audit and, when necessary, payroll entry for those assigned areas.This position reports directly to the Payroll & Benefits Manager (HR Manager A) and provides technical payroll and benefits support to other members of the HQ HR Section. Additionally, it provides support and expert level guidance to time administrators and District Business Office personnel within DOTD's Districts statewide. Serves as the primary point of contact for payroll and benefits issues for the Office of Planning, Office of Multimodal Commerce, and assigned Districts/Sections within the Office of District Operations. Generates, reviews, analyzes, and researches various agency critical reports to ensure accurate payroll and benefits processing. Provides first line support to statewide vendors, LSU First Health plan administrators, Field HR Analysts, agency management, supervisors and employees on a wide array of issues and serves as the agency liaison to external entities pertaining to these matters, as necessary.The incumbent must possess a strong working knowledge of Civil Service Rules, Office of State Uniform Payroll (OSUP) regulations for payroll actions, Office of Group Benefits (OGB) requirements for health insurance, and DOTD policies. Generates LaGov reports to confirm active employee insurance premium deductions, and responds to inquiries from and regarding DOTD employees with LSU First Health Plan coverage.Serves as the agency's primary liaison with all statewide vendors approved by the Office of State Uniform Payroll (OSUP). Works with the appropriate persons to resolve billing errors, discrepancies, and employee complaints. Coordinates semi-nnual statewide vendor fairs for DOTD HQ employees. Receives and reviews vendor solicitation contracts and generates approval notifications for vendors wishing to visit District offices or participate in the HQ vendor fair. This includes explaining the health, life, flexible, and supplemental benefits programs and addressing questions, as necessary. Ensures that documentation of the new employee's enrollment or declination of coverage is received within enrollment period guidelines, and Affordable Care Act (ACA) reporting information is entered appropriately in HCM. Routinely audits enrollment/change forms, supporting documentation, and system entries processed by Field Human Resources Analysts for completeness and accuracy. Contacts Analyst to have them correct any issues. Provides guidance to Field HR Analysts on complex and nonroutine issues. Processes various active employee insurance documents, including 0GB enrollment/change forms, Medical Support Orders, and Payroll Deduction Authorizations for supplemental insurances statewide, making all necessary entries in the LaGov and/or 0GB systems within the designated timeline. Provides guidance to active employees and explains time frames which must be complied with for coverage enrollment/change, as outlined by 0GB rules and regulations. Disseminates coverage enrollment/change documents to necessary parties, as dictated by 0GB guidelines. Assists with special projects related to insurance (Annual Enrollment, Supplemental Benefits Fairs, Live Better Louisiana checkups, etc.).20% Payroll Audit and Support FunctionsEnters a variety of retroactive time entries for assigned Sections and Districts, and audits the Districts/Sections entries to correct improper payroll coding. These entries include prior period time adjustments (PPA's), updates to payroll master data, and directives from OSUP. Serves as a subject matter expert, providing guidance to Assistant District Administrators on complex payroll issues, and assists with new time administrator training. Calculates and consults with OSUP to establish repayment plans for retroactive time changes that result in claims for recoupment for active employees statewide. Assists the Payroll & Benefits Manager in researching claim situations for inactive employees, as directed. Addresses questions and offers guidance on PPA information in conjunction with the HR Section's quarterly PPA status report. Consults with other agencies, as needed, on nonroutine situations and keeps Manager and other HR Staff members abreast of complex and/or high-impact issues. Generates biweekly FLSA Exempt employee overtime report and audits to ensure that all overtime paid had the Undersecretary's approval, in accordance with DOTD FLSA policy. Maintains record of all overtime approved by the Undersecretary for FLSA exempt employees, and requests PPAs for any unapproved overtime. Generates critical payroll reports, researching and resolving errors prior to payroll processing. Advises time administrators, District Business Office personnel, and others on time keeping issues and options. When needed, makes necessary entries to enroll positions in special time keeping options (i.e., eCertification). Addresses active employee questions regarding payroll deductions, payroll discrepancies, etc., which includes researching and taking applicable actions to resolve questions/concerns. Audits payroll of employees on special leave types (i.e., FMLA, Military Leave, LWOP, Workers Comp, etc.), to ensure accurate recording and that benefits deductions are withheld without negative impact to employees or the agency. Contacts appropriate District/Section to have them correct any issues. Creates and audits When Actually Employed (WAE) employee attendance quotas, to verify time is coded correctly, and the available quota is not exceeded. Processes garnishment questionnaires and forwards documents as specified by OSUP guidelines and state and federal law.20% One Time & Recurring Payments and Leave PayoutsCompletes one-time and recurring payment entries in LaGov HCM for a number of payment types, such as rewards and recognition and cell phone reimbursement statewide. Processes all leave payouts for assigned Sections and Districts. This includes creating quota adjustments in the LaGov HCM system, re-activating leave upon re employment, and crediting leave balances to employees from Non-Paid agencies. Incumbent coordinates with the Staffing Unit and Retirement Specialist to ensure that separated employees' leave balances are properly settled and applicable payments issued in accordance with DOTD policy, CS regulations, OSUP guidelines, and State and Federal law. This includes processing off-cycle payments to employees and verifying leave balances for certification of leave to LASERS. Serves as a backup for processing Workers Compensation leave buy backs.5% Emergency Operations Management The incumbent of this position is designated as an Essential Employee and is on "High Alert" during emergency situations, in accordance with the HR Section's Emergency Call-In procedures.
