Advanced analytical and problem-solving skills, with the ability to interpret and synthesize complex data sets using software like SAS, SPSS, or R. Proficiency in Microsoft Office Suite, particularly Excel, Word, and PowerPoint. Exceptional written and verbal communication skills, with the ability to present information clearly and persuasively to senior management and stakeholders. Proven experience with project management methodologies and tools such as Agile, Scrum, Waterfall, MS Project, JIRA, and Trello. Strong organizational skills and attention to detail, with the ability to manage multiple high-priority tasks. Extensive experience working in a government or non-profit organization. In-depth knowledge of federal regulations and guidelines related to program management and analysis. Lead and manage complex programs and projects, ensuring they align with the strategic objectives of the NLM and delivering high-impact results. Lead the analysis and evaluation of complex programs, identifying areas for enhancement and optimization. Develop and implement advanced performance metrics and KPIs to assess the effectiveness and efficiency of programs. Prepare and present detailed reports, including data-driven insights and strategic recommendations for program improvements. Collaborate with senior management and stakeholders to define program objectives, establish priorities, and develop comprehensive project plans. Oversee the execution and monitoring of large-scale projects, ensuring adherence to timelines, budgets, and quality standards. Conduct thorough cost-benefit analyses and financial impact assessments of proposed initiatives and changes. Develop and refine policies, procedures, and best practices to improve program operations and ensure compliance with federal regulations. Perform risk assessments and create robust mitigation strategies to address potential challenges and issues. Lead the preparation and submission of budgets, funding proposals, and grant applications, ensuring alignment with strategic goals. Stay abreast of industry trends, best practices, and emerging technologies to recommend and implement innovative solutions. Facilitate training sessions, workshops, and knowledge-sharing activities to build program management capabilities within the team. Education: Bachelor’s degree in Business Administration, Public Administration, Computer Science, or a related field. Certifications: Project Management Professional (PMP) certification or other relevant certifications.
