Standard Requirement: The contractor shall possess a Master’s degree in Computer Science or Engineering, or a related discipline as well as ten (10) years of general experience and six (6) years of relevant experience.

Tradeoff Requirement: The contractor shall possess a Bachelor’s degree in Computer Science or Engineering, or a related discipline, or equivalent technical certifications, as well as twelve (12) years of general experience and eight (8) years of relevant experience.

The contractor shall possess at least three (3) years' of experience planning, analyzing, or executing information management / information technology development projects in Defense Health Agency (DHA) or Military Health System (MHS) or related Service health information systems and applications.

The contractor shall possess at least two (2) years' experience planning, analyzing, or executing agile software development or rapid software prototyping initiatives.

The contractor shall possess the ability to work on a multi-disciplined team in a DoD experimentation and acquisition environment.

The contractor shall possess strong writing and oral communication skills.

The contractor shall possess a minimum of three (3) years of working with Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, and Word.

Preferred: Two (2) years of experience working with Nett Warrior or Android Tactical Assault Kit (ATAK) applications.

Preferred: Two (2) years of experience working with environmental exposure monitoring, sensor data integration, DoD health record programs or other programs requiring Personally Identifiable Information (PII) or Protected Health Information (PHI).

Performance Based Tasks Required

The contractor shall plan, organize, execute and lead the Joint Health Risk Management (JHRM) Enhanced Capability Demonstration (ECD) Systems Engineering Integrated Product Team (IPT) which will consist of multiple JHRM ECD software developers and DoD stakeholders.

The contractor shall coordinate the technical review of and information exchange between multiple software developers and stakeholders (government offices and contractors) involved in the rapid prototyping of JHRM ECD information architectures, machine and user interfaces, applications, and algorithms related to environmental hazard exposure monitoring in deployed and tactically realistic training environments.

The contractor shall provide technical review and analysis of performer technical deliverables, industry and DoD data models, and interface specifications to inform the agile development approach of JHRM prototypes and documentation of draft future requirements.

The contractor shall assist in the technical evaluation of prototyped designs and capabilities

The contractor shall assist in the technical aspects of planning for transition to acquisition at the end of the JHRM ECD.

The contractor shall provide subject matter expertise on current and planned human and information system integration approaches for environmental and physiological status monitoring systems.

The contractor shall have the ability to create and present briefings to senior leaders, develop and present technical information to functional experts (reports and briefs), and orchestrate day-long integrated product team meetings.

The contractor shall be familiar with Department of Defense Instruction (DODI) 5000.02, DODI 8330.01, JCIDS, Risk Management Framework (RMF), and DOD IT standards and policies.

The contractor shall assist in the preparation and execution of the JHRM ECD Integrated Product Teams (IPTs), in-process reviews, and periodic reporting documentation by providing credible technical information.

The contractor will need to maintain the ability to travel within CONUS up to 10% of the period of performance.
