The Executive Office of Elder Affairs (EOEA) is seeking a qualified, skilled, and motivated candidate to be the Aging and Disability Resource Consortia (ADRC) Coordinator. The MA Aging and Disability Resource Consortia (ADRC) consists of 11 statewide community providers that offer consumers a coordinated system of information and access to long-term services and supports regardless of age, disability or income. The ADRC Coordinator position is incorporated within EOEA’s Community Programs Unit and will work collaboratively with the Massachusetts Rehabilitation Commission’s ADRC team, as well as agency staff throughout the 12 Executive Office of Health and Human Service agencies.Duties:The ADRC Coordinator reports to EOEA’s Community Programs Director. Primary responsibilities will include - developing, monitoring, fostering sustainability and analyzing the ADRC partnerships throughout the Commonwealth. Additional duties will also include:

Manage regular activities of the Aging and Disability Resource Consortia (ADRC)

Collaborate with the Massachusetts Rehabilitation Commission (MRC), and Independent Living Centers (ILCs) in order to ensure their program software meets statistical reporting capabilities.

Lead, coordinate, monitor and assist in development of initiatives related to the ADRC. Develop and maintain a thorough understanding of how ADRCs are organized and their requirements

Provide technical assistance and consulting support to ADRCs in their continued strategies to increase cross-referrals among regional ADRCs and community agencies and organizations for the purposes of strengthening partnerships, cultural competency and knowledge of the available services for people with intellectual/developmental disabilities and mental health needs.

Work closely with the state director of the options counseling program and options counseling team across the 11 ADRCs on presentations, training, outreach and education activities across the state.

Initiate action with EOEA’s Aging Services Access Points (ASAPs) agencies and Independent Living Centers (ILCs) to ensure programmatic compliance related to ADRC program goals.

Work in partnership with ADRCs to strengthen the capacity across the state to effectively serve a broad range of populations, including older adults and people with disabilities

Lead and supervise ADRC team assignments associated with the implementation of continued partnership meeting and events, including outreach, customer service, quality assurance, ADRC training, SIMS development, and interfaces with customer facing websites.

Monitor and evaluate program activities according to the 2011 ADRC Strategic Plan ensuring quality services and access to long term care supports that are provided to consumers.

Coordinate inter-agency and cross-agency meetings, trainings and informational sessions to support ongoing collaboration with ADRC agencies.

As a member of the Community Programs Unit, cross-training for other EOEA program area coverage is also required. Primary Unit duties will include - coordinating, monitoring, and assisting in development of initiatives related to EOEA’s Community Programs Unit. Additional Unit duties will also include:

Ongoing oversight and assistance to a network of information and referral entities.

Coordinate and respond to time sensitive, requests for information, and document requests from EOEA senior staff.

Oversee daily Community Programs operations of reception desk coverage, mail-room duties, and handling consumer calls and walk-ins.

Attend and participate in training sessions and internal meetings, and be well-versed on broad social issues, programs, and changes in community services.

Assist with monthly statistical information gathering and report generating for the unit and I&R network site visits.

Perform related activities as assigned, including but not limited to collecting and analyzing website best practices.

Preferred Qualifications:

Excellent oral and written communication skills.

Experience with aging issues.

Knowledge of the health and human service systems and provider relations.

Computer proficiency, especially Word, Excel, PowerPoint, and knowledge of database software.

Experience with contracting, performance measurement and quality assurance.

Ability to interact tactfully and effectively with others.

Ability to lead and participate in public presentations.

Ability to compile, design and prepare quantitative information and present effectively in charts, graphs and tables.

Ability to exercise discretion in handling confidential information.

Ability to prepare clear, concise reports and recommendations.

Previous information and referral experience.

Ability to respond to provider educational needs.

Working knowledge of Home Care, Long Term Services and Supports, Mass health, and other programs serving older adults and persons with disabilities.

Ability to clearly convey and articulate information.

Ability to work effectively both autonomously and as a team member.

Local and statewide travel required.

A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.III.
