Role and Scope of Position:Responsible for management and oversight of the Pipeline Safety Management and Quality Assurance Program within the Gas Business Unit. This position works with project team members, subject matter experts, and other Eversource departments to develop and implement plans to ensure successful Pipeline Safety Management & Quality Assurance Programs. This position is a direct report to the Director, Pipeline Safety Management & Quality Assurance and will support both Connecticut and Massachusetts. The Manager is responsible for developing, leading and managing a team.Essential Functions:

Designs and directs the development of performance tracking systems, balanced scorecards and performance reporting for the Gas Organization.

Manages the collecting, analyzing and reporting of Gas Organization operating and financial data, including the coordination and preparation of the quantitative data required for the Gas Operations Monthly Work Plan Report.

Develops and oversees the maintenance of database and statistical models to facilitate research Work with Company subject matter experts, e.g., Quality Control, Safety, Construction, Training, Engineering and/or others as needed, to continually identify process improvements to assist the Gas Business in moving toward a zero-incident culture.

Manages the means to identify potential areas of risk to support senior management’s plans; develops risk mitigation plans; and effectively manages the implementation of these plans.

Maintains knowledge of industry best practices, trends, industry-related regulatory and legislative changes impacting Compliance and Risk Management and implements the changes within the organization.

Participates on committees or in meetings focused on Pipeline Safety Management and Quality Assurance, both internally and externally, such as for the Northeast Gas Association and the American Gas Association specific to pipeline safety management systems.

Pipeline Safety Management Program

Responsible for program development, andimplementation of the Pipeline Safety Management System (API RP 1173) through the Gas Business and related cross-company functions.

Manages the development of gap analysis methodology for PSMS and comparison of gap analysis performed for each PSMS program.

Develops, manages and monitors scorecards based on gap analysis comparisons.

Identifies and implements trends and opportunities for improvements within each program.

Based on results gap analysis or trends perform risk management assessment to identify short term, long term and “not at this time” improvement opportunities.

Manages communication and efforts to operationalize PSMS at all functional levels of the Gas Business.

Ensures continuous improvement of the PSMS through use of Plan, Do, Check, Act methodology.

Quality Assurance

Manages, develops and implements annual risk-based assurance program (audits, inspections, analysis) aimed at ensuring key compliance programs and risk mitigation efforts are performing adequately in gas business.

Interacts with Quality Control team.

Manages and track mitigation or corrective plans and actions.

Implement analysis and tracking to identify trends and issues; develops recommendations resulting from assessments.

Develops strategy and plan of action to perform internal O&M Audits.

Develops means to ensure systems/processes are working as designed.

Incorporates formal scheduling and sequencing of gap analysis, audits, third party reviews and other means/ methods of QA related to programs/activities impacting pipeline safety.

Technical Knowledge/Skill/Education/Licenses/Certifications:Technical Knowledge/Skill:

Ability to provide both strategic insight and perform detail-based analysis.

Excellent written and verbal communication skills.

Ability to communicate and interact effectively with employees, contractors, customers, municipal officials, business organizations, environmental groups, and community-based organizations.

Solid understanding of Federal and state (CT and MA) compliance requirements.

In-depth knowledge of industry codes and standards or a technical background a plus.

Demonstrated ability to be self-managed and apply skills in problem solving and decision-making

Ability to gain trust quickly and to maintain confidentiality and credibility with clients and partners at all levels within the organization.

Ability to effectively manage and analyze technical data/records.

Demonstrated strong analytical and critical thinking skills.

Education:

Bachelor’s Degree required, preferably in Engineering, Business Management or Administration, Accounting/Finance, or related degree.

Experience :

Ten to twelve years utility or related industry experience. Pipeline Safety Management Systems, Quality Assurance Project Management and/or Compliance and Risk Management experiencepreferred.

Compensation and BenefitsEversource offers a competitive total rewards program. The salary range for this position starts is $140090 to $155650.00, plus incentive.
