Job Summary

Manages all revenues and expenses for the Home and Community service line for the organization, in accordance with the organization's Financial Policies and Procedures. Provides technical expertise, consultation and assistance to the organization's programs by developing and analyzing annual budgets and forecasts.

Duties and Responsibilities

Oversee revenue recognition in accordance with General Accepted Accounting Principles (GAAP) for all Home and Community programs, including Persons with Disabilities, Affordable Living, and At Home services.

Ensure timely and accurate billing of services preformed, including Community Mental Health (CMH), Medicaid, Medicare and other third party billings.

Monitor and review monthly revenues and expenses compared to budgets and contracts to ensure proper recording.

Assist the organization's programs with completing all phases of the annual budget within prescribed timelines and guidelines.

Assist programs with forecasting, including analyzing programs' staffing needs and patterns and spending experience.

Provide education and training to staff and programs as needed.

Review and monitor related contracts for financial and compliance requirements.

Prepare budgets and other proposal material for bids on new contracts.

Provide financial analysis, consultation and other decision support.

Provide leadership to staff and supervisors. Partner with Human Resources in staff attraction and retention efforts, including hiring, onboarding, staff development, coaching and counseling and performance management. Ensure delegation of responsibility, authority and accountability. Review and monitor work prepared by staff.

Analyze financial information; provide recommendations and solutions to Director, Finance to improve workflow processes and meet department and organizational objectives.

Participate in performance related goal setting and achievement to meet personal and organizational goals and achievements.

Job Qualifications

Education, Training, and Licensure/Certification

Bachelor's degree in Accounting or related field.

Knowledge of Housing of Urban Development (HUD) compliance requirements, preferred.

Experience

Minimum six years of budget and/or HUD or Healthcare experience.

Supervisory experience, preferred.

Non-profit experience, preferred.

Knowledge Skills and Abilities

Advanced knowledge of Generally Accepted Accounting Principles and Not-for-Profit accounting.

Knowledge of Medicare, Medicaid and third party health insurance reimbursement and government contracts, preferred.

Advanced analytical and problem solving skills, including the ability to identify issues, propose alternatives and implement corrective actions.

Ability to analyze complex financial contracts, documents, and reports.

Advanced proficiency in utilizing various computer applications, including and not limited to Word and Excel and various accounting software programs.

Ability to speak, read and write fluent English. Strong oral and written communication skills with ability to prepare letters, summaries and reports using prescribed format and conforming to rules of punctuation, grammar, diction and style.

Ability and willingness to work as part of a team in achieving common goals. Ability to work constructively with staff and other stakeholders.

Ability to work effectively in a cross-cultural context.

Ability to manage multiple functions of a complex Organization. Strong organizational skills.
