JOB SUMMARYThe Director of Human Resources will direct the organization’s Human Resources Management function, with the goal of ensuring consistent implementation through strategic and influential organizational behavior, legal and equitable personnel actions.  Directly responsible for the overall administration, coordination, and evaluation of the Human Resources function.ESSENTIAL FUNCTIONSDevelops and maintains a human resources system that meets personnel and organizational needs. Plans, directs and administers human resource programs. Annually reviews and makes recommendations to Executive Management for improvement of policies, procedures, and practices on personnel matters.  Writes and revises job classification specifications. Develops training programs and teaches courses. Develops, reviews and revises policies and procedures. Provides advice and counsel to department heads, managers and staff. Represents the department with the Board, related agencies and the public.Manages HR related vendor relationships and contractsEnsures that human resource programs support the long-term goals of the Board for the organization.Maintains knowledge of industry trends and employment legislation and ensures compliance.Responsible for compliance with Federal and State legislation pertaining to all human resources matters.Communicates changes in policies and procedures and ensure proper compliance is followed.Assists executive management in the annual review, preparation and administration of wage and salary program.Consults with legal counsel as appropriate, and/or as directed by the President on human resource matters.Works directly with department managers to assist them in carrying out their responsibilities on employment and personnel matters.Recommends, evaluates, and participates in employee and management development.Supervises the staff of the Human Resources Department.Participates on committees, and special projects and seeks additional responsibilities.Shows passion and interest in helping the surrounding community and gets involved with community organizations.Work effectively with stakeholders from diverse populations, revealing sensitivity, understanding and acceptance of others.Other duties as assigned.
