Individuals in this role combine business planning expertise with information technology systems to analyze and translate departments' business requirements into system use. The BSA 3 will apply an in-depth, comprehensive working knowledge of an enterprise-wide application system or operational-critical system and lead projects of moderate complexity. Information systems are typically enterprise-wide and/or have significant impact on Council's operations. Incumbents exercise great latitude in determining work methods and system requirements. The BSA III is distinguished from the BSA II by the need for broader understanding of business systems, greater degree of independent judgment exercised and autonomy and responsibility to perform more complex modifications and configurations within the system. BSA III incumbents have a significant role in system analysis, problem identification, and the recommendation/ implementation of solutions to high level management. Positions lead organization-wide teams on system implementation projects and serve as a champion for business process improvements. Examples of business and operations computer systems at the Council include: People Soft Financials, People Soft HRMS, TXbase, Stars Risk Management, HASTUS, Synergen, Regional Fare Collection System, etc. NOTE: This position and is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.Salary Range: $39.86/hr. or $82,909/yr. to $64.69/hr. or $134,555/yr. The salary displayed is the full salary range. The hiring salary will be determined based on the final candidate's qualifications, the Council's internal pay structures, and our total compensation package for the position. Serves as a resource to professional and technical staff and departmental customers on configuration, modification, implementation and testing within an enterprise-wide application supporting operational critical systems. The application supports procurement, finance, inventory and material management, timekeeping and attendance, asset management, and maintenance.
Acts as a lead liaison between department end-users, technical analysts, information technology analysts and vendors in analyzing, designing, configuring, testing and maintaining system to ensure optimal system performance.
Works in a technical and project lead capacity; and works in a detailed hands-on capacity with moderately complex to complex systems projects and assignments.
Acts as liaison for the rail division on the BPSI (Business Process Systems Integration) project which will retire the existing system and replace it with new systems. This role will have a key responsibility in defining the future state of these systems use at Transit.
Develops, coordinates, and implements plans to test business and functional processes during system development and quality assurance testing. Applies analytical methods to develop information needed to evaluate current operations such as work distribution charts, flow charts, process-and-operation charts trends and costs.
Research best practice models for business processes and administrative systems within and outside the public sector. Reads and keeps up to date on business functional areas in order to understand system customer requirements and system feasibility.
Develops training curriculum and conducts formal training sessions for assigned customers.

What education and experience are required for this job (minimum qualifications)Any of the following combinations of experience in business systems management or related analytical experience with a minimum of one year performing configurations and modifications within a business application and completed education in Business System Management or closely related field:
High school diploma/GED with eight (8) years of experience with a minimum of one year performing configurations and modifications within a business application .
Associate degree with six (6) years of experience with a minimum of one year performing configurations and modifications within a business application.
Bachelor’s degree or higher with four (4) years of experience with a minimum of one year performing configurations and modifications within a business application .
Master’s degree or higher with two (2) years of experience with a minimum of one year performing configurations and modifications within a business application .
What additional skills and experience would be helpful in this job (desired qualifications):
Degree in Computer Science, Management Information Systems, IT, Data Science, Business Administration or closely related field.
Proficiency in SQL programming.
Experience with application development (C#, .net, PowerApps, etc.).
Experience with BI tools (PowerBI, Tableau, R Shiny, etc.).
Interest in and enthusiasm for public transit.
Experience working with a diverse workforce or communities.
What knowledge, skills and abilities you should have within the first six months on the job:
Knowledge of interdepartmental and council wide processes, procedures and requirements with regard to administrative functions such as budgeting, financing and procurement.
Knowledge of effective processes, methods, techniques to analyze and evaluate business operations.
Knowledge of effective project management principals.
Skilled at an advanced level in word processing, complex spreadsheets, graphics presentations and database management required (Word, Excel, Access and Power Point).
Proficiency in SQL programming.
Proficiency in creating data visualizations.
