Bid Request

ReFresh Real Estate LLC (Developer) is requesting bids from general contractors for the rehabilitation and construction of a single-family home in the Willard-Hay neighborhood of North Minneapolis. Please prepare a bid based upon the provided construction documents, plans, and specifications. General Contractor is to provide pricing for the entire bid section scope, including all materials, labor and equipment per project plans and specs.

Bid Requirements

General Contractor is expected to complete the scope of work in a timely and professional manner and to provide excellent customer service. ReFresh Real Estate will be selecting the lowest responsible bidder. General Contractor must be competent and able to perform scopes of work to the Developer’s standards and work within the project schedule. General Contractor must provide proof of general liability insurance and proof of workers’ compensation insurance (or exemption certificate) for their company and any sole proprietors or second tier companies prior to contractual agreement. Failure to provide documentation at time of award will result in rejection of submitted bid.

Civil Rights Compliance

This project is being monitored by City of Minneapolis Staff and has workforce hiring goals. All Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE) and Women-owned Business Enterprises (WBE) are encouraged to submit bids. In order to Qualify as a DBE you must be registered with the MNUCP at time of Bid Submission. Contractors can search for DBE-certified MBE and WBE firms using the Minnesota Unified Certification Program (MnUCP) directory.

Awarded General Contractors performing construction labor work will be responsible for reporting workforce utilization for the months they have worked on site. (See attached Workforce Utilization Plan). There is a Small and Underutilized Business Program (SUBP) goal of 8% combined Minority Business Enterprise (MBE) and Women-owned Business Enterprise (WBE). The project workforce goals are as follows:

20% total project labor hours performed by females;

32% total project hours performed by minorities.

Awarded General Contractors are expected to schedule staff that would help meet this goal to this project.

The Good Faith Efforts checklist (see attached) should be used during bid solicitation to document the efforts that were made to meet the SUBP goals.

The Awarded General Contractor will be responsible for submitting the Workforce Utilization Plan into the Contract Compliance Information Management System (CCIMS/B2GNow)

Prevailing wages are not required, however, living wage and minimum wages are required to be paid to all employees of subcontractors.

If you are unable or unwilling to submit the Workforce Utilization Report or pay the minimum wage to employees do not submit a bid.

The Awarded General Contractor must be a participant in an approved MN State apprenticeship program.

The HUD Section 3 Contract Clause (see attached) is required to be part of the final construction contract and requires Awarded General Contractor to comply with HUD Section 3.

Bid Instructions

Complete bids include the attached Bid Form as well as the “Bidders, Solicitation, and Commitment List” form. You must also include proof of active MN contractor license and insurance.

Sealed bids shall be submitted to ReFresh Real Estate LLC before 9:00am CST on Monday April 22, 2024.

Sealed bids can be mailed to ReFresh 1600 Oliver Bid at P.O. Box 13101, Minneapolis, MN 55414.

Sealed bids can be brought in person to 5871 Cedar Lake Rd, Suite 102, St. Louis Park, MN 55416

The process for bid collection and selection will be Sealed, Competitive, Lowest Responsible Responsive Bidder.
