Description We are seeking a Contracts Manager for a position located in Saint Paul, Minnesota. The role involves analyzing, developing, negotiating, and managing contracts for various services. The successful candidate will be tasked with ensuring compliance with budget limits, federal and state regulations, and county procurement policies. This role is a Hybrid (2 days in office) long-term contract role.Responsibilities: Promote a diverse, culturally competent, and respectful workplace Coordinate all phases of contract preparation for the department to which assigned Prepare Requests for Proposals (RFP) and Requests for Board Action (RBA) related to contracts for technological and professional services and building related contracts. Analyze contract proposals for conformance with established intent, fiscal costs, and service delivery methodologies Monitor trends and developments related to contract development and performance based on the needs of the department Analyze and interpret changes in laws, rules, and regulations, incorporating these changes into contracts to ensure compliance Oversee contract administration, monitoring performance measures and outcomes Negotiate with vendors on contract terms, service expectations, performance measures, and budgetary factors Monitor contract performance outcomes, insurance issues, and other contractual issues such as any certifications or licensure requirements Represent the department/unit on interdepartmental planning teams by providing technical assistance, and review of contract specifications Develop evaluation criteria and scoring systems for solicitations to assess and rank them according to their adherence to requirements and priorities. Requirements Must have a minimum of 5 years of experience as a Contracts Manager Proficient in the use of Parta, CRM, and Microsoft Office software. Familiarity with compliance regulations and procedures Background in the healthcare industry is preferred Excellent customer service skills are essential Must have strong documentation skills Ability to manage multiple contracts simultaneously Demonstrated ability to negotiate contract terms Excellent communication and interpersonal skills Attention to detail and accuracy is required Ability to work independently and make decisions under minimal supervision Knowledge of contract law and regulations is essential Bachelor's degree in Business Administration, Law, or a related field is preferred.Robert Half is the world’s first and largest specialized talent solutions firm that connects highly qualified job seekers to opportunities at great companies.
