The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program.The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.Position Purpose:This position exists to coordinate the development, promotion, implementation, technical assistance and administration of new statewide grant programs offered through the Paid Leave Division of DEED. This position is primarily focused on the Public Outreach grants which will provide funding for community-based groups to conduct outreach, education and technical assistance related to the Paid Leave program. This position is structured to focus on the division‘s grant program , developing and conducting grant administration for both internal and external grant stakeholders, and monitoring compliance of grantees through client-focused service delivery. Additional support may be provided to the other Paid Leave grants programs as they are developed. The incumbent is responsible for maintaining a deep technical understanding of the grant coordination process and evaluating policies and procedures for grant administration within the Paid Leave programs.Key Responsibilities Include:

Develop and conduct grant administration, for both internal and external, grant stakeholders

Provide technical assistance to awardees and support capacity building as needed. Review appropriate reporting documents to ensure performance measurements are being met.

Collaborate with Strategic Program Analysis Unit to develop, measure, and evaluate the impact of grants.

Oversee the deployment of $2-$5 million, annually, in awarded Public Outreach Grants funds

Lead and oversee the drafting, awarding and execution of grant contracts; Ensure detailed project records are kept related to each awarded project, including annual reports, audits, monitoring reports, general correspondence on the activities proposed

This posting may be used to fill multiple positions.This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.Minimum QualificationsPlease ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.Three (3) years of experience in administering grants including management, providing technical assistance, and maintaining finance policies and procedures.

Bachelor’s degree in accounting, business, finance or other closely related field as determined by the agency may substitute for one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience .

Applicants that meet the above minimum qualification will be further evaluated on the following:

Ability to apply knowledge of grant related policies and procedures to make determinations related to the performance of an awardee, and adherence to compliance.

Skill in problem-solving to resolve complex project issues.

Experience leading a new initiative that includes integration with numerous partners.

Experience managing large projects with competing priorities and timelines.

Skilled in workplace leadership, including the ability to support, guide, and communicate with staff and partners at all levels.

Preferred Qualifications

Knowledge of DEED programs, services and software including ProcureIt.

Knowledge of grants management principles and Department of Administration – Office of Grants Management (OGM) policies and experience applying them.

Experience with a grants management system.

Experience with Microsoft Office suite or similar software such as Word, PowerPoint, Excel, PowerPoint and Teams to complete tasks and resolve problems.
