The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.This position offers a hybrid work schedule which includes remote days and in office days at a DLI office building.This position investigates and mediates allegations of simple to the most complex violations of the statutes and rules governing the construction industry that may be committed by individuals and businesses in Minnesota. The specific construction trades regulated by CCLD include residential building contractors, roofers and remodelers, electrical contractors, plumbers, elevator contractors, high pressure piping contractors, boiler engineers, building officials, and manufactured home dealers, manufacturers, and installers.Senior Investigators plan and initiate comprehensive investigations and mediations of the most complex construction complaints and activity regulated by statute and administrative rules; obtain testimony and physical evidence to support effective enforcement action by appropriate authorities and prepare cases for contested case proceedings.This position will also provide consumer education and information services to Minnesota citizens and business organizations on a day-to-day basis through direct meetings, correspondence and telephone calls.In addition, this position provides and promotes alternative dispute resolutions as a mechanism to resolve citizen complaints and for enforcement of the statutes and rules over which CCLD has authority.Minimum Qualifications

Three years of professional experience in the investigation, regulation or administration of professional or occupational licensure in a regulatory environment. Experience must include investigating complaints and ensuring compliance.

A JD, JSD or Doctorate in construction management may substitute for two years of experience; A Master's degree in law or construction management may substitute for 18 months of experience; A Bachelor's degree in law or construction management may substitute for one year of experience; An Associates’ in law or construction management degree may substitute for six months of experience.Professional experience must demonstrate the following:

Ability to deal with conflict and adversarial situations and the ability to coordinate or mediate mutually satisfactory resolutions.

Communication skills sufficient to analyze and respond to members of the public and industry regarding agency authority, policies and procedures and collaborate with other local and state enforcement and regulatory agencies as necessary.

Written communication skills to produce formal reports, memos, policies, procedures and other information; to accurately preserve evidence and document statements collected during investigations; to effectively respond to inquiries from citizens, the legal community, industry, media, agency personnel, enforcement agencies and elected officials.

Ability to simultaneously conduct work and maintain status tracking on multiple cases; planning, organizing and prioritizing work assignments.

Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.

Preferred Qualifications

Bachelor's degree in pre-law, construction management, paralegal, or related field.

Three years professional experience conducting administrative or civil investigations including the interpretation and application of Minnesota Statutes.

Experience processing data practices requests or working knowledge of the MN Government Data Practices Act.

Investigative or professional experience specifically related to the construction industry.

Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
