Relocation expenses under this position contract are reimbursable and relocation must be completed within 6 months of hire.Description:To provide financial, accounting, and other technical analysis and interpretation of complex gas and electric utility regulatory matters and other energy-related issues for the Minnesota Public Utilities Commission. This public service position provides an opportunity to affect the planning, development, and implementation of energy and telecommunication services provided to Minnesotans and to further the goals of utility policy decision-makers in Minnesota.Job Summary:

To provide technical assistance to the Commission on complex financial, accounting, and other issues as assigned in general public utility rate cases.

To evaluate and analyze complex miscellaneous rate, tariff, and service filings by utilities.

To carry out miscellaneous technical projects relating to energy policy and/or rate regulation, as assigned by the financial analysis unit supervisor.

The Public Utilities Commission does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.Minimum QualificationsTo be considered, applicants must meet one of the following educational and/or work experience combinations:Minimum Qualifications for Financial Analyst 2:

2 years of experience in auditing, analyzing, or preparing accounting records or financial statements.

Knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.

Written and oral communication skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.

Preferred Qualifications for Financial Analyst 2:

Experience with electric, natural gas, telecommunications and/or water industries.

Experience with utility ratemaking and regulatory concepts and practices.

Ability to conduct research and investigations and to perform analyses of regulatory accounting and financial issues and related issues such as utility cost recovery.

Experience conducting financial audits, evaluations, or reviews.

Experience writing formal reports for external distribution.

Experience working with people of diverse backgrounds and marginalized communities.

Minimum Qualifications for Financial Analyst 3:

3 years of experience in auditing, analyzing, or preparing accounting records or financial statements.

Knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.

Written and oral communications skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.

Preferred Qualifications for Financial Analyst 3:

2 years of work experience as a Financial Analyst 2 or equivalent, with a regulatory agency, utility, or similar organization, in the analysis or preparation of public utility accounting records or financial statements

Experience with utility ratemaking and regulatory concepts and practices.

Experience writing formal reports for external distribution.

Ability to conduct research and investigations and to perform complex analysis of regulatory accounting and financial issues and related issues such as utility cost recovery.

Lead work experience in the evaluation of financial statements

Experience working with people of diverse backgrounds and marginalized communities.

Minimum Qualifications for Financial Analyst 4:

4 years of experience in auditing, analyzing, or preparing accounting records or financial statements.

Knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.

Written and oral communications skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.

Preferred Qualifications for Financial Analyst 4:

3 years of work experience as a Financial Analyst 3 or equivalent, with a regulatory agency, utility, or similar organization, in the analysis or preparation of public utility accounting records or financial statements

Knowledge of regulatory policies and procedures in Minnesota and/or other state and federal jurisdictions.

Understanding of the electric, natural gas, telecommunication and/or water industries.

Ability to interpret statues, Commission rules and regulations.

Experience writing formal reports for external distribution.

Experience managing and conducting research and investigations and performing complex analyses related to regulatory accounting, financial evaluations, and other related financial issues.

Experience leading teams and reviewing the work of colleagues to prepare, organize and disseminate information.

Experience working with people of diverse backgrounds and marginalized communities.

A bachelor’s degree in in Accounting, Finance or a closely related field with significant coursework in accounting may substitute for one year of experience.
