The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.The Waiver Policy Lead coordinates the management all federal quality assurance (QA) compliance reporting across the Disability Service Division's four home and community-based services (HCBS) waiver programs (Bl, CAC, CADI, DD) serving upwards of 41,800 Minnesotans.Primary responsibilities include:

Assessing and interpreting federal compliance requirements

Researching and developing federal reporting measures

Developing state policy and local agency protocols to support compliance reporting

Collecting, statistically analyzing, and summarizing complex and multi-faceted QA data to meet reporting requirements

Writing annual and 5-year federal compliance reports and follow-up responses for the division's Bl, CAC, CADI, and DD disability waiver programs

Writing federal QA submission and follow-up responses supporting amendments and 5-year renewals

Preparing draft responses to federal QA program directives and corrective action orders

Independently or with project teams, developing and designing strategic solutions

Proposing and coordinating the implementation of complex, multi-faceted systems change to support compliance initiatives and QA objectives

Working across administrations in developing consistent responses for companion HCBS Elderly Waiver and Alternative Care programs

The scope of the responsibilities reaches across the Aging and Disability Services Administration and the Health Care Administration (HCA) and to divisions in other administrations which license and oversee benefits and services to people with disabilities.Minimum Qualifications3 years of specialized professional experience interpreting federal and state laws and regulations governing state and federal health care program eligibility requirements. Experience must include:

Thorough knowledge of Long-Term Care programs and eligibility for public financing parameters and procedures

Knowledge of Minnesota's legislative processes, document formats and accepted procedures for introducing and supporting proposed legislation

Understanding of Minnesota's health care systems, health care provider roles and responsibilities, and financing alternatives

Preferred Qualifications

Communicate clearly and effectively in public situations

Present in front of large groups of people, including colleagues, business partners, and stakeholders

Translate technical policy language into understandable terms for listeners

Draft and support technical documents, i.e., bulletins, statutes, rules, budget documents, and reports

Variety of experiences working effectively with others from different backgrounds and/or cultures
