The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Behavioral Health and Developmental Disabilities Division, Treatment Bureau. The Treatment Bureau operates as the state authority for the development, oversight, and delivery of appropriate mental health treatment programs for adults and substance use disorder treatment programs for adults and youth. The Special Populations Section within the Treatment Bureau aims to address behavioral health service gaps for special populations not otherwise served by state programs. The section primarily oversees state-funded behavioral health crisis services and jail-based behavioral health services. This role is responsible for developing, implementing, and overseeing behavioral health programs and initiatives aimed at reducing reliance on physical health systems, state hospitals, and local law enforcement. This role manages key programs that focus on diverting individuals from crisis situations and enhancing system-level support. Responsibilities include the management of contracts and budgets as well as invoice and claims processing, policy development, and ensuring compliance with regulations. The role will collaborate with county and tribal governments, local behavioral health and crisis coalitions, behavioral health care providers, and various statewide partners and stakeholders. This role is also tasked with providing technical assistance to contractors as needed, facilitating virtual and in-person meetings, and developing performance metrics to evaluate program effectiveness and support data-driven improvements. Regular reporting and strategic policy revisions are essential aspects of the role, ensuring that programs align with national standards and effectively address the needs of underserved populations. Qualifications for this Career Opportunity General knowledge of fiscal and program management principles. General knowledge of behavioral health service delivery and reimbursement systems. Knowledge of program development and quality improvement practices. Knowledge of federal and state laws related to Medicaid programs and contracts. Meet minimum qualifications: o Bachelor’s degree in human services, public health, behavioral health, or related fields. o Two years of professional experience in health care, public health, behavioral health, or general program management. o Other equivalent combinations of education and experience will be evaluated on an individual basis. Preferred Experience with Medicaid, Montana Medicaid. Experience with Microsoft Word and Excel; and database applications. Experience working as part of or with local coalitions.
