From homicide investigations to illegal narcotics, criminal records, cybercrime, human trafficking, missing persons, or through training and certifying public safety officers, DCI serves as the hub in providing critical law enforcement support. Our diverse customer base includes protecting our vulnerable population, managing the sexual and violent offender registry, serving as the hub of communication for criminal justice information networks and the storage of criminal records, conducting arson investigations, as well as providing intelligence analysis support for local law enforcement. Many of our positions within DCI go without public recognition but remain the lifeline of support for public safety. Job Overview: The Division of Criminal Investigation (DCI) contains four bureaus which provide direct statewide services to local agencies and the general public. The four bureaus are: Investigations Bureau, Narcotics Bureau, Crime Information Bureau, and Special Services Bureau, The services provided include a variety of criminal investigative services, fire inspection and investigation services, and training and educational programs for law and fire enforcement entities and promotes public awareness.TheInvestigations Bureau Chiefis one of four bureau chiefs within the DCI responsible for development and administration of Major Case, Medicaid Fraud, Office of Consumer Protection, Social Security Fraud and State Fire Marshall sections, operations, and activities. This covers professional criminal investigations into allegations of felony violations of the Montana Criminal Codes. These investigations include, but are not limited to, homicides and other violent crimes, organized crime activity, white-collar crimes, sex crimes, corruption, official misconduct, theft, complex financial crime, and internal agency investiga­tions. The Bureau provides investiga­tive services to 56 county sheriff departments, over 60 city police departments and numer­ous other state and federal agencies. The Bureau also provides instruction services to other law enforcement agencies and the general public and supports a statewide criminal intelligence system.This position is also responsible for the direct and indirect management and supervision of 45 FTE (professional and technical staff) within the Bureau. Minimum Qualifications: Bachelor’s degree – acceptable fields of study include public administration, political science, criminal science, criminal justice, or a closely related field and; Five (5) years of law enforcement experience with a minimum of two (2) years as a fulltime investigator, handling a variety of felony investigations and; Montanan Public Safety Officer Standards and Training (POST) certification or equivalent. Other combinations of education and experience will be considered on a case by case basis. Knowledge, Skills and Abilities: The position requires extensive knowledge of policy development and public administration; Montana and federal laws, rules and regulations; Department of Justice organizational structure and operation; organization and operation of criminal justice agencies in Montana; research and investigative techniques; policy development; and long-range program planning. Also required is knowledge of the principles and practices of personnel supervision; state and federal employment law; management concepts and theories. The work requires skill in program planning and administration, speaking persuasively, analyzing unique business process needs, policy development, interpretation of state and federal law, and in directing, organizing, and coordinating multiple staff and projects as well as the ability to direct and motivate professional staff toward common goals and objectives. Excellent interpersonal communication skills and staff management. The position requires the ability to have command of a complex, technical field; to conceptualize, accommodate change, achieve depth of understanding of issues rapidly; assist in long-range program planning, to outline successful strategies and estimate the resources necessary to achieve the long-range plan; establish standards and policies that allow the agency to meet statutory requirements and organizational demands; evaluate agency needs; guide project development and management tasks; assess the availability of human, financial, and computer resources; determine the feasibility of meeting legislative and agency program demands; exercise sound judgment in solving problems and making decisions where few precedents exist; communicate effectively orally and in writing; follow written and verbal instructions; maintain effective working relationships with Department employees, other agencies and outside contractors; and maintain positive working relationships among diverse groups as required Competencies include leadership; commitment and loyalty; decision making and problem solving; teamwork; relationship management; policies, processes, and procedures; flexibility; influence and persuasion. Preparenecessary documents to secure Commission and Land Board approval of proposed projects.Coordinate regularandspecial monitoring ofhabitat ondepartment-ownedlandsandconservation easements andmake recommendations on management responses based on monitoring results. Work withregions toidentify management and maintenance needs for wildlife management areas. At least annually identify and prioritize capital construction projects, allocate funding sources to complete those projects, and work closely with Design and Construction and Regional staff to implement those projects. Meet at least monthly with Design and Construction to review status of capital projects.Continually track completion of capital projects to ensure they are getting completed as planned.Develop and update management plans for each WMA and appropriate conservation easements, and ensure O&M needs are coordinated with and prioritized through those management plans.Develop long-term O&M plans and strategies to help proactively manage predictable O&M projects and activities, and ensure appropriate infrastructure is replaced/maintained at regular intervals. Provide technical assistance and training to staff, public land management agencies (federal and state), corporations, and individuals that are involved with activities that influence or alter wildlife habitat (i.e., mining,grazing,logging,subdivisions,etc.)sothatthehighestpossibleconsiderationforwildlifespeciesand their habitats can be incorporated into land management actions.Provide information to interested parties about methods andtechniques tomanage habitat for specific habitat values.Provide technical expertise on management of important habitats including sagebrush-grasslands,riparian, range and wetlands.Develop expertiseinotheragency habitatprograms (e.g.,NRCS FarmBill,USFWSHabitatConservation Plans)and utilize,orhelpothers(e.g.,staff,landowners)utilizethoseprogramstobenefitMontanawildlifeandpriorityhabitats. Physical and Environmental Demands: This position is based in Helena at the FWP Headquarters. The position serves on the Wildlife Division Management Team and helps provide overall strategic and policy guidance to the Wildlife Division, especially related to habitat management. The person in this position needs to be creative, independent, and able to take strong positions on certain issues. Implementation of much of the Habitat program is done by regional staff not under the direct supervision of the Habitat Section Supervisor, so the person in this position must be able to clearly articulate program goals and objectives, and work persuasively with regional staff to implement programs. Knowledge, Skills and Abilities: Extensive knowledge of theories, principles, and practices of wildlife management and wildlife habitat management. Thorough knowledge of department organization, policy, operation, budget, and fish and game laws is required. Thorough knowledge of standard administrative procedures and practices, state budgeting rules and procedures, and rules and regulations of Federal Aid in Wildlife Restoration Act is required. Working knowledge of environmental review procedures and laws (MEPA/NEPA) is required. Knowledge of strategic and operations planning, and development of comprehensive management systems is required. Ability to work effectively with co-workers and other professional personnel is required. Ability to effectively communicate and listen to the general public, landowners, sportspersons, and conservation and industry organizations and their members is required. Must be able to utilize word processing PCs and various analytical software. Minimum Qualifications (Education and Experience): The knowledge, skills, and abilities of this position are normally attained through combination of education and experience equivalent Master of Science in wildlife biology or related field and at least five years of experience in wildlife management with progressive supervisory responsibility.
