Description of the work unit: The mission of the Montana Department of Natural Resources and Conservation (DNRC or Department) is to ensure that Montana\'s land and water resources provide benefits for present and future generations. The Forestry & Trust Lands Division – Trust Lands mission is to manage the state of Montana’s trust land resources to produce revenues for the trust beneficiaries while considering environmental factors and protecting the future income-generating capacity of the land and resources. The Trust Lands bureaus provide the program administration and management for trust lands granted to the state of Montana by the Enabling Act of 1889. These lands granted to the state for the purpose of providing support to the common schools and endowed institutions of the state currently total 5.2 million surface acres and 6.2 million mineral acres. Additionally, the division is responsible for the administration of approximately 6,000 miles (40,000 acres) of the beds of navigable waterways. The annual revenues generated by the Trust Lands bureaus typically exceed $100 million for combined distributable and nondistributable revenue. The division consists of four bureaus, Forest Management, Agricultural and Grazing Management, Real Estate Management, and Minerals Management which are responsible for the four primary programs and six area offices located throughout the state. The Trust Lands Administration bureaus have an annual budget of $15 million and are stewarded by 129 FTE statewide. Funds supporting the division’s budgets consist predominantly of state special revenue from a portion of the revenues from land management activities in support of fourteen trust beneficiaries, including the largest trust, which is the K-12 Common Schools. The division’s Trust Lands Administrative office provides budget, financial, and administrative services for the programs. Purpose of the job: This position is responsible for creating, implementing and/or maintaining fiscal analysis and reporting processes in support of the accounting, budgeting and business functions for the Trust Lands bureaus as well as maintaining an audit trail. This includes procedures for cost accounting, work planning, revenue forecasting, and preparation of annual and other reports. The position is supervised by the Trust Lands Budget Analyst Supervisor. Essential Functions (Major Duties or Responsibilities): /These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent./ Accounting, fiscal and reporting processes: Reviews and studies existing processes and requirements for cost accounting, work planning, revenue and expenditure forecasting, and annual reporting, and designs/revises processes, procedures, forms, and templates, and implements changes. Gathers and assembles fiscal data for inclusion in reports and coordinates the preparation of revenue and cost estimates. Budget Coordination: This position coordinates the compilation and analysis of program budget data to provide division management with essential information for budget planning and monitoring. The incumbent develops and analyzes program budgets, provides information for the preparation of biennial budgets and revenue projections, reconciles division revenues and expenditures and compiles monthly revenue reports, computes division’s fiscal year-end accruals, and research and compiles budget information for legislative proposals and auditors. These duties require knowledge of accounting and financial management, budgeting, and program rules and requirements, advanced skills in the manipulation and application of state accounting and budgeting, spreadsheet, and database software, and the ability to perform complex financial calculations accurately and within inflexible time frames.
