OverviewGovCIO is currently hiring for a Business/Functional Analyst to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) program within the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). This role requires coordination with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls. The environment is dynamic, and client needs are often evolving; flexibility and forward-thinking views are important for success. This role is a fully remote position within the United States with core hours of operation from Monday to Friday 8 AM to 5 PM ET.Responsibilities

Analyzes and designs processes and systems, assessing the business model and its integration with technology

Provides business and internal stakeholders with a one-stop intake process to all IT requests

Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems. Analyzes business and technical processes to formulate and develop new and modified business information processing systems

Interfaces between systems architects/programmers and users located in a specialized area to ensure that information technology designs meet the needs of the end users within an organization

Documents product/service requirements and develops acceptance criteria to ensure user requests are carried out

Requires general-logic knowledge of system capabilities without necessarily the ability to program

QualificationsRequired Skills and Experience:

Bachelor's Degree in Business Administration, Business Management, Computer Science, Information Systems, Journalism, Marketing, Communications, or related fields with 7+ years’ experience. 8-10 years of relevant experience may be substituted for education

Strong communication skills (oral and written) to relay concise messaging and reporting to all levels of management

Great interpersonal skills and ability to work independently with minimal guidance/supervision

Strong analytical and investigation skills crafting solutions to challenging problems or issues

Solid experience with Microsoft and other collaborative tools including Teams, SharePoint, Jira, etc.

Experience with Atlassian products

Advanced experience in Visio and other process development tools

Experience with business operations process development, leading business operations process implementation, and process SOP development

Experience in facilitation of process engineering working sessions

Ability to extrapolate and communicate a client’s main challenges and pain points and the ability to craft strong solutions and make recommendations

Responsible for on-time completion of all deliverables/work products

Preferred Skills and Experience:

Experience supporting or leading within the Veterans Affairs Office of Information and Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus

Proven VA (or similar government agency) IT development track record highly desired

Ability to proactively communicate and coordinate with various internal and external project stakeholders, depending on needs

Experience in IT intake processes

Agile/SAFe software development lifecycle experience
