Engineer I, II, III, or IV-SpringNet - ( 24000210 )DescriptionPURPOSE OF POSITION:Engineer I - SpringNetUnder the direction of the Manager-SpringNet Design/Construction or designee, performs ISP and OSP engineering duties, including make-ready design of the electric transmission and distribution system, necessary for the completion of the department’s goals. Engineer I is considered an entry level engineering position.Engineer II - SpringNetUnder the direction of the Manager-SpringNet Design/Construction or designee, performs ISP and OSP engineering duties, including make-ready design of the electric transmission and distribution system, necessary for the completion of the department’s goals. Duties will be dependent upon departmental workload (For essential job duties please contact Recruitment Office). Works on smaller projects and portions of more complicated projects. Some work will be performed with minimal oversight while other work will be performed under the mentorship of various experienced engineers. Progression towards increasingly autonomous work performance will be expected as experience is gained in electric line design. This position may supervise Intern employees.Engineer III – SpringNetUnder the direction of the Manager-SpringNet Design/Construction or designee, performs ISP and OSP engineering duties, including make-ready design of the electric transmission and distribution system, engineering duties necessary for the completion of the department's goals. Works on major projects and may act as lead for moderate scope projects, including technical specification development, management of project budgets, contract negotiation, and complete project management. Most work will be performed with minimal oversight while some work may be performed under the mentorship of various experienced electrical engineers. Must have State issued engineering license to seal own work, and review and seal the work of subordinate engineers. Duties will be dependent upon departmental workload (For essential job duties please contact Recruitment Office). This position may supervise Intern employees.Engineer IV – SpringNetUnder the direction of the Manager-SpringNet Design/Construction or designee, performs ISP and OSP engineering duties, including make-ready design of the electric transmission and distribution system, engineering duties necessary for the completion of the department's goals. Acts as a lead for major or moderate scope projects, including technical specification development, management of project budgets, contract negotiation, and complete project management. Work will be performed with minimal oversight in an engineering lead capacity. This position provides mentoring for less experienced electrical engineers while completing comprehensive electric line design assignments. Must have State issued engineering license to seal own work, and review and seal the work of subordinate engineers. This position may supervise Intern employees.QUALIFICATIONS:Education and Experience:Engineer I - SpringNetAn electrical engineering degree from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. Electrical engineering design experience is preferred but not required for this entry level position.In lieu of an electrical engineering degree, consideration may be given to individuals with an engineering degree in another discipline and applicable design experience who have an interest in acquiring training and experience necessary to perform overhead electric transmission/distribution design.Engineer II - SpringNetAn electrical engineering degree from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. A minimum of three years of recent progressively responsible applicable engineering design experience is required. Fiber optic communications and/or electric transmission/distribution design experience is preferred.In lieu of an electrical engineering degree, consideration may be given to individuals with an engineering degree in another discipline with Missouri Professional Engineering (PE) certification, and a minimum of five years of recent progressively responsible design experience and an interest in acquiring the training and experience necessary to perform increasingly complex Fiber Optic and/or Electric Line design tasks.Engineer III - SpringNetAn electrical engineering degree from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. A minimum of five years of recent progressively responsible fiber optic communications or overhead and underground electric transmission/distribution design experience OR a minimum of seven years of other electrical engineering experience is required.In lieu of an electrical engineering degree, 2) civil or mechanical engineers with a valid Missouri Professional Engineer (PE) certificate may be considered for the Engineer III level with a minimum of seven years of recent progressively responsible fiber optic communications or overhead and underground electric transmission/distribution design experience OR a minimum of nine years of other electrical engineering experience.Engineer IV – SpringNetAn electrical engineering degree from a school with a program accredited by the Accreditation Board for Engineering and Technology is required. A minimum of eight years of recent progressively responsible fiber optic communications or overhead and underground electric transmission/distribution design OR a minimum of 10 years of other electric engineering experience is required.Licensing/Certification:Engineer I - SpringNetA valid certificate in Fundamentals of Engineering (FE) is preferred. Must have a valid driver’s license (minimum Class F).Engineer II - SpringNetA valid certificate in Fundamentals of Engineering (FE) is required. A valid driver’s license (minimum Class F) is required.Engineer III - SpringNetA valid Missouri PE Registration Certificate is required; however, electrical engineers with exceptional equivalent fiber optic communications, electric transmission, and/or distribution engineering experience may be considered in lieu of PE Registration. Individuals who have the required experience and have a PE Registration from another state may be hired as Engineer III but will be required to obtain a Missouri Professional Engineer Registration Certification within 12 months to remain at the Engineer III level. A valid driver’s license (minimum Class F) is required.Engineer IV – SpringNetA valid Missouri PE Registration Certificate is required. Individuals who have a PE Registration from another state may be hired as Engineer IV but will be required to obtain a Missouri Professional Engineer Registration Certification within 12 months to remain at the Engineer IV level. A valid driver’s license (minimum Class F) is required.Knowledge, Skills, and Abilities:Engineer I & II - SpringNet

General knowledge of fundamental engineering concepts and practices.

Ability to:

o Perform limited portions of broader work assignments under the direction of an experienced engineer.o Plan, organize, and coordinate technical work.o Demonstrate excellent oral and written communication and interpersonal skills.o Work courteously with customers, co-workers, and individuals in other departments and outside agencies.o Work under pressure and meet close deadlines.o Teach and mentor interns. Experience with Microsoft office suite.

Experience with or the ability to obtain AutoCAD.

Proficient experience with ArcGIS or similar Geospatial mapping software.

Engineer III & IV - SpringNet

Considerable knowledge of engineering concepts and communications or electric utility practices.

Considerable knowledge of fiber optic communications systems, electric transmission and/or distribution engineering concepts, and/or electric utility practices.

Working knowledge of national, state, and local laws and regulations and apply utility engineering practices and techniques.

Ability to:

o Design, plan, organize, supervise, and coordinate technical work and effectively handle numerous assignments simultaneously.o Demonstrate ability to interpret policies and procedures.o Work under pressure and meet close deadlines.o Demonstrate excellent oral and written communication and interpersonal skills.o Work courteously with customers, co-workers, and individuals in other departments and outside agencies.o Teach and mentor less experienced engineers and interns.

Considerable experience with Microsoft office suite.

Considerable experience with AutoCAD.

Proficient experience with ArcGIS or similar Geospatial mapping software.

Experience with PLS-CADD or similar pole line design software.

Proficient experience with Pole Loading Analysis.

Physical Requirements:Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. Working in extreme temperatures, both hot and cold with repetitive lifting, stooping, crawling, walking, standing, and sitting is also required.Working Conditions:Duties are primarily performed in an office environment with some outside field work in all weather conditions. Emergency work may require extended hours in unfavorable weather conditions at any time of the day or night.Miscellaneous Requirements:

Required to serve as Duty Supervisor and be on a 24-hour callout rotation list.

Must be able to work successfully with diverse groups of people.

Employees must remain alert and aware of their surroundings at all times and maintain the ability to respond to changing circumstances in a timely manner.
