Sr. NERC or NERC Compliance Specialist (Power Generation) - ( 24000204 )DescriptionPURPOSE OF POSITION:Under the close supervision of the Manager of Power Generation Engineering and Environmental or designee, implements CU’s electric reliability compliance program and assesses compliance with all applicable North American Electric Reliability Corporation (NERC) standards across CU. This position also supports compliance efforts to meet Federal Energy Regulatory Commission (FERC) requirements (information protection and Standards of Conduct) and Region Specific Mandatory Reliability Standards governing documents.ESSENTIAL JOB FUNCTIONS:
Develops, implements, and administers internal control processes and procedures designed to track compliance.
Reviews existing and new standard requirements, identify potential impact to compliance program, and unit operations. Coordinates changes with CU subject matter experts as needed.
Collaborates with CU and regulatory agency staff as needed to collect and prepare documentation for audits and data requests while meeting timelines for reporting.
Performs gap analyses and mock audits to proactively determine compliance risk in systems, plans, or procedures.
Partners with subject matter experts and other teams, as needed, to ensure that databases and software applications contain accurate and updated data for Power Generation department.
Monitors NERC, FERC, regional transmission organization (RTO), and other industry media and regulatory agencies for ongoing standards development activity. Communicates this information to the appropriate areas.
Provides training and technical guidance to subject matter experts on emerging reliability and security topics to promote continuous improvement and reduces risk of non-compliance.
Conducts activities related to compliance assurance, internal audits local to the department on tasks, performs risk analysis, identify root causes, external audits, periodic data submittals, exception reporting, and investigations from FERC, NERC, or the RTO.
Provides updates and progress reports regarding CU’s compliance status, including but not limited to, audit preparations and post audit activities.
Stays current on applicable regulatory requirements and advises CU staff of changes.
Actively participates in peer group, trade associations, or NERC Standards development teams to represent CU’s interests regarding plant compliance issues, as directed.
Assists in the administration of information protection program requirements.
Monitors and reviews the performance and downtime of the generating assets and reports the data as required, GADS.
Utilizes plant database historians to trend plant performance and determine causes as it relates to GADS.
May assist with budget preparation for the Power Generation area.
Performs other related duties as required or assigned by management.
QUALIFICATIONS:Education and Experience:NERC Compliance Specialist (Power Generation):
Bachelor’s degree in engineering, mathematics, communications, information technology, computer science, business, or related discipline is required. Associates degree or two or more years of college courses towards Bachelor’s degree in the fields listed above and two or more years of demonstrable experience in compliance, cyber security, or a regulatory function may be considered in lieu of a Bachelor’s degree on a year-for-year basis.
A minimum of three years of experience in utility/energy industry, related business, or in a regulatory function such as: compliance, auditing, cyber security, energy management systems (EMS, SCADA), or utility operations (generation, transmission, or distribution) is required.
Sr. NERC Compliance Specialist (Power Generation):
Bachelor’s degree in engineering, mathematics, communications, information technology, computer science, business, or related discipline is required.
Minimum of five years of experience in utility/energy industry, related business, or in a regulatory function such as: audit, cyber security, energy management systems (EMS, SCADA, GADS, OSI PI/etc), compliance, or utility operations (generation, transmission, or distribution); Three years of progressively responsible experience in a NERC compliance role is required.
Licensing/Certification:Valid driver’s license required.Knowledge, Skills and Abilities:

A basic understanding of NERC and FERC requirements.
Public speaking and presentation skills.
Good communication, interpersonal, and customer service skills to interact with other departments and customers.
Physical Requirements:Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer. Also, may require lifting up to 20 pounds, on occasion.Working Conditions:Duties are normally performed in an office and industrial environment with some occasional field trips. May be exposed to extreme conditions and loud noise and heat. Travel outside of Springfield, MO may be required occasionally. May be required to work non-standard hours, holidays, and schedules that include call out occasionally.Miscellaneous Requirements:
Required to wear uniform clothing provided by City Utilities, including flame retardant/arc rated clothing. Management retains the right to require replacement due to wear or staining.
