Graduation from a four-year college or university with major coursework in business or public administration, management information systems or a closely related field; and

three years of progressively responsible professional business systems analysis experience;

or an equivalent combination of training and experience.

Experience in a government or public utility setting is highly desirable.

A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy may be required for certain assignments.

SUMMARY:Under general supervision, performs a wide variety of duties in analyzing enterprise and/or departmental business processes to identify and participate in developing and implementing technology solutions to meet business and operational requirements; performs applications quality assurance and user acceptance testing and problem resolution; performs detailed systems documentation; provides a variety of user training and support; and performs related duties as assigned.The ideal candidate for this position would have experience in IT infrastructure management, data warehouse, and data analytics projects. Candidate should be driven to continuously learn, lead, and manage/mitigate risk for highly technically complex project in infrastructure data management and data analytics; be able to proficiently communicate verbally and in writing with internal and external customers.Candidate should have knowledge and understanding of traditional, agile, and hybrid project management frameworks; be proficient in technical skills such as SQL scripting, Power BI reporting, data visualizations, data cleaning and preparation, data manipulation (such as ETL), statistical analysis, data integration, data quality, business intelligence; be knowledgeable in data security, data processing, database management, programming languages such as Python or R, and data analytics tools such as Microsoft Synapse and Fabric.MINIMUM/PREFERRED REQUIREMENTS:

JOB RESPONSIBILITIES/DUTIES:Knowledge of:Principles, concepts and practices of business process and systems analysis including business process and data modeling; principles of software lifecycle management; systems design theory, concepts and principles including data management and administration and development concepts; current business management theory and concepts and techniques for process improvement; standard project management tools and techniques; Agile development methodologies; District and/or departmental business processes commonly supported by applications; standard business software, including word processing, spreadsheet, presentation, graphics and database programs; laws, codes and regulations pertaining to the use of computer hardware and software; principles and practices of sound business communication; basic principles and practices of effective team leadership.Ability to:Develop conceptual frameworks and apply sound t chnology, business management and process improvement techniques to development of requirements for integrated, business based technology solutions to operational and service delivery problems and issues; facilitate user and cross-functional team meetings, negotiate understanding and build consensus agreements; assist in performing basic project management and program coordination responsibilities; work collaboratively with department and Information Technology team members to ensure project accountability and success; set priorities and balance responsibilities for multiple projects and initiatives to ensure timely, high quality results; read, understand, interpret, explain and apply complex business and technical information, evaluate issues and alternatives and reach sound independent conclusions within established policy guidelines; communicate clearly and effectively to diverse audiences of technical and non-technical personnel, orally and in writing; prepare clear, concise and comprehensive reports, documentation and other written materials; use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations; establish and maintain highly effective working relationships with all levels of department and IT staff, consultants, vendors, contractors and others encountered in the course of work
