PROJECT MANAGER – MUNICIPAL CIVIL (Lead Sourcing + Estimating + Delivery)

We’re expanding our NJ public-works division. We need a hands-on PM who can:
find opportunities (NJSTART, PennBid, BidExpress), build the estimate, submit the bid, and then run the job through closeout.
WHAT YOU’LL DO
Prospect daily on NJSTART / PennBid / BidExpress and pull viable leads
Perform takeoffs (Bluebeam/PlanSwift), vendor quotes, scope + schedule, risk notes
Prepare and submit bids; track addenda, forms, certs, and due dates
Award to closeout: submittals/RFIs, certified payrolls, schedule, inspections, pay apps
Manage subs (concrete, drainage, trucking, traffic control) and hold field quality/safety
Deliver sidewalks, ADA ramps, drainage, small culverts on time and on budget
MUST-HAVES (screening criteria)
Recent experience finding bids on NJSTART or similar portals
You have built your own estimates for municipal/civil work (not just reviewed)
Proven history managing sidewalk/ADA/drainage jobs to completion
Working knowledge of prevailing wage & inspection processes
Valid driver’s license; reliable transportation
PLUSES
Sub network in NJ (concrete finishers, utility crews, trucking, MOT/flagging)
OSHA 30 (or willing to obtain), MS Project/Primavera familiarity
