Roles & Responsibilities:

Mentors, trains, and provides direction to the Benefits department members.

Manages productivity of staff and consultants' work, allocates assignments, implements procedural changes and conducts performance and grievance meetings.

Manages all aspects of the annual benefits open enrollment process.

Coordinates activities as they relate to benefits administration across various departments including, Pensions, Payroll, Human Resources and Labor Relations.

Supports Finance’s Fiscal Year end closing process, with reporting, data and financial analysis for GASB, OPEB and Benefit Plan reserve calculations. Works with General Ledger Reporting and Cost Accounting on interim accounting projects.

Provides historical and interpretative reports to Labor Relations, Human Resources and union officials.

Analyzes monthly healthcare benefit expenditures; analyzes plan year and periodic cost data and prepares reports.

Identifies cost-effective enhancements within individual benefit plans, develops benefit proposals and recommends strategic and/or procedural plan changes

Analyzes and initiates special utilization reports, analyzes data and evaluates criteria for targeted audits of benefit administration and carriers. Identifies cost trends and recommends strategic and/or procedural corrective action.

Presents benefits presentations at group meetings, to individual employees and the retiree population, as needed.

Proposes, interprets, and implements formulas for employee/retiree premium cost sharing. Provides analysis for all employee benefits rates, renewals, trends and employee contribution impact.

Interprets plan design, resolves escalated claim problems, and disputes and provides direction to insurance carriers, when appropriate.

Evaluates union contracts, benefits plan features, insurance carrier capabilities and recommends specifications, evaluation criteria and vendors for procurement Requests for Proposals (RFP).

Supports all aspects of ACA regulatory requirements including orchestrating annual IRS reporting requirements associated with IRS 1095c and 1094c.

Maintains and secures confidential employee information as required and ensures excellent customer service to our customers.

Assumes the responsibilities of the Director, Employee Benefits in his/her absence.

Other duties as assigned.

Education, Experience & Qualifications

Bachelor’s degree in Business Administration or related area and five (5) years of applied experience in benefits administration, or eight (8) years of applied experience in benefits administration, or any combination of relevant education and experience, as well as previous experience directly supervising/mentoring union and professional employees.

Knowledge & Skills

Demonstrated exceptional leadership and communications skills with strong staff management background, a solid and broad understanding of health and welfare benefit programs (transportation or government agency is a plus) and proficiency in the use of Microsoft Word, Excel and Power Point is required.

Knowledge of systems requirements/plan eligibility rules and an understanding of ACA regulations required.
