DescriptionSAIC is seeking a Countering Weapons of Mass Destruction (CWMD) Policy Instructor and Course Manager at the Defense Nuclear Weapons School on Kirtland, AFB. The position requires in-depth knowledge and thorough understanding of operational special operations (JSOC, AFSOC, SOCOM), currently emerging threats, WMD proliferation and counter-proliferation with a focus on nuclear and radiological over other CWMD specialties, nuclear intelligence challenges, the theory of nuclear weapons design, nuclear materials production, radiological effects of nuclear weapons, blast and thermal effects of nuclear weapons, radiation detection, consequence management, WMD response and radiological consequence management.Must have experience in the Nuclear Enterprise within the Operational, Radiological, Nuclear, and Countering Weapons of Mass Destruction threat spectrum and the WMD field, as well as Joint Special Operations. Requires demonstrated knowledge and experience in senior level staff operations, planning, or training, at the Service Staff or Joint/Combatant Command level. This position requires curriculum development and classroom instruction.Primary Duties:· Serve as a Countering Weapons of Mass Destruction (CWMD) Policy Instructor and Course Manager.· Providing expertise gained from Special Operations Forces in CBRN/WMD experience at the operational staff level.· Plan, manage, facilitate, conduct, and deliver training in the appropriate method delivery such as in-residence, Mobile Training Teams (MTT), or virtually.· Effectively communicate to senior leadership through briefings, presentations, written/verbal correspondence, and other means as necessary, that can be understood at multiple levels.· Identify, develop, and coordinate solutions for education and training within the Radiological, Nuclear, CWMD threat spectrum, and nuclear weapons stockpile environments.· Develop, test, and deliver, in conjunction with appropriate Defense Nuclear Weapons School (DNWS) Divisions and Branches, training and education programs in response to validated requests from the client, and IAW DNWS course guidelines, for specialty or single evolution type training events.· Coordinate with Special Operations customers such as JSOC, AFSOC, SOCOM to identify education and training needs, gaps and objectives, and develop relevant content in the appropriate method of delivery.· Achieve and maintain DNWS Instructor and Course Manager Certifications and others as required.· Identify and integrate subject matter experts to provide instruction when required for DNWS education and training events through liaison with other government and academic organizations within the Nuclear Enterprise.· Conduct research and provide input to Department of Defense organizations on Radiological, Nuclear and CWMD guidance, policies, and publications as directed by DTRA DNWS.Associated Duties:· Maintain a flexible work schedule to support special training events as needed.· Must be able to traverse uneven/rough terrain and work in inclement conditions such as extreme weather and night-time operations.· Must be comfortable working in a radiological environment.· Provide radiological support as an Authorized User (AU). AU training is provided within the school house. This duty will entail handling and control of radiological materials as required during training events.· Physical demands include bending, sitting, standing, and driving for extended periods of time. Must be able to lift, carry, and move cases and equipment such as training aids, Protector Cases/Road Cases, and rescue dummies.· Transport students and/or move equipment in preparation for training courses. Must possess a valid state driver’s license and be trained on the vehicle (non-passenger vehicles) prior to use. Vehicles may include passenger vans (up to 15 passenger), sedans, and SUV’s, as well as pick-up trucks towing trailers of up to 30 feet in length.· Travel CONUS and OCONUS as required by the government.QualificationsRequired Skills :· Bachelors degree and 9 years of experience.· Ability to use critical thinking, initiative, and resourcefulness in problem-solving and generate complex solutions with little information and/or direction.· Nuclear Enterprise experience within the Operational, Radiological, Nuclear, and Countering Weapons of Mass Destruction threat spectrum, including, but not limited to, national policy, strategic posture, counter proliferation, deterrence, and emerging threats.· Operational Military experience in Special Operations: JSOC, AFSOC, SOCOM. Staff experience preferably at the Joint Staff Planning, Major Command (MAJCOM)/Combatant Command (COCOM) or equivalent level.· The ability to acquire and maintain a security clearance at the TS//SCI level and additional security caveats as required.· Must have excellent written and oral communications skills and ability to brief students, staff, DNWS leadership, and senior leaders (i.e., flag and general officers or members of the senior executive service).· Instructional Design and Curriculum Development experience; must be familiar with the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) systematic approach to design.Desired Skills:· Possess relevant military or civilian academic education credentials at the senior level. Prior experience as a US Army FA52.· CONUS/OCONUS radiological, nuclear, or CWMD response experience.· Exercise or planning coordination experience.· Defense Support to Civil Authorities operational experience.· Experience in training management, including multiple projects in a collaborative, team-based environment.Ability to conduct research in relevant areas and give subject matter expertise advice to staff and leadership.· Previous instructional experience and knowledge of presentation best practices with the ability to convey complex technical concepts to audiences of varying backgrounds.SAIC accepts applications on an ongoing basis and there is no deadline.Covid Policy: SAIC does not require COVID-19 vaccinations or boosters.
