DEPARTMENT DIRECTOR - PUBLIC SAFETY FT/REGULAREXEMPT - LEVEL 16SALARY: $41.64GENERAL DEFINITION: Provide professional leadership and assure that effective administration of objectives in a businesslike, economical, effective, efficient, and ethical manner is adhered to daily. Directs, organizes, delegates, and plans functions required to operate and maintain activities and services to accomplish strategic objectives of the programs assigned within this division. Advises the Tribal Administrator and if applicable the Tribal Council of all Division related activities.SUPERVISION RECEIVED: Work is performed under the general supervision of the Tribal Administrator.SUPERVISION EXERCISED: Supervises and coordinates activities of Program Managers and key personnel who carry out objectives of programs assigned to the Department.SPECIAL REQUIREMENT: The Director will oversee the following: Police Department, Corrections Department, Open Space, Fire/EMS, and Emergency Management. DUTIES:Responsible for program direction, planning and development.

Plans, supervises, and directs the operation of the Department in compliance with policies and strategic plans of the Zuni Tribe and applicable regulations.

Establishes short-term and long-range objectives for the Department and programs consistent with the Tribe’s vision and mission.

Communicates the vision and mission to staff, the Tribal Administrator, and the Tribal Council.

Organizes, assigns, directs, monitors, and evaluates the implementation of plans within the Department.

Follows through on contacts and communications with funding sources and service provider agencies.

Encourages a positive working relationship between the branches of tribal government, other departments and programs, federal and state agencies, and the community at large.

Represents the Department and the Tribe in meetings on program issues with federal, tribal, state, county, local, and other agencies.

Ensures delivery of service by programs assigned to the Department.

Monitors and directs the programs using sound management and administrative principles.

Oversees development, revision, and implementation of program policies and procedures to comply with guidelines of the Tribe and funding agency requirements.

Conducts regular staff meetings to ensure communication between personnel and programs.

Prepares and presents detailed oral and written reports and resolutions to the Tribal Administrator and Tribal Council.

Prepares correspondence to external contacts.

Oversees management of grants and contracts to ensure compliance with their terms and conditions.

Coordinates development of multi-year and annual plans that include goals, objectives, and evaluation for all programs administered by the Public Safety Department.

Supervises personnel and fiscal management.

Communicates compliance with and carries out requirements of the Human Resources policies and procedures.

Monitors performance of supervised staff, conducts performance evaluations and develops training plans for supervised staff.

Prepares new or updated Position Descriptions for supervised staff.

Oversees the development and preparation of personnel actions, as needed.

Improves staff effectiveness by coaching, counseling, training, and recommending disciplinary action for employees.

Establishes a budget control system and works within established timelines.

Oversees development and administration of budgets for all projects, contracts, and grant agreements of Programs in the Department, including preparation of budget modifications, corrections, and reconciliation.

Authorizes and monitors expenditures based on scope of work and allowable costs.

Assumes full management responsibility duties as assigned or necessary.

Attends conferences, meetings, seminars, and training sessions relevant to the programs administered. Conducts and participates in public meetings on program issues.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of law enforcement, crime prevention, fire suppression, fire prevention, EMS, and related support services; incorporate new developments as appropriate.

Contributes to a team effort and accomplishes related results as required.

Understand Law enforcement theory, principles, and practices and their application to a wide variety of services and programs including investigation and identification, patrol, traffic control, records management, care and custody of persons and property, and crime prevention.

Understand Fire science theory, principles, and practices and their application to a wide variety of emergency service operations including fire suppression, fire prevention, fire investigation, and emergency medical response.

MINIMUM QUALIFICATIONS

KNOWLEDGE SKILLS AND ABILITIES: Ability to interpret applicable federal, state, county, and local laws, regulations and requirements pertaining to the programs administered. Skill in supervising, training and evaluating assigned staff. Able to effectively develop, manage and monitor grant funds. Knowledge of the theories, principles and practices of administrative management, education, and employment training programs. Must be familiar with COP model. Able to work evenings, weekends, and holidays. Ability to plan, organize, and direct a department. Experienced in budget processes. Ability to analyze and interpret data and records. Ability to accomplish the quality and quantity of work expected within set limits of cost and time. Ability to plan own work, exercise independent judgment, and carry out assignments effectively. Excellent communicator with others both oral and in writing. Ability to maintain effective working relationships with staff, peers, tribal officials, representatives of funding agencies, and the public. Principles and practices of disaster preparedness, response, and recovery. Methods and techniques of public relations. Able to manage and direct a comprehensive public safety program including law enforcement, crime prevention, fire suppression, fire prevention, emergency medical services, disaster preparedness, code enforcement, and associated programs, services, and operations. Meet the physical requirements necessary to safely and effectively perform the assigned duties.

TRAINING AND EXPERIENCE: Must possess a Bachelor’s Degree in Business, Criminal Justice, Law Enforcement or related fields with seven (7) years of successful management and specialized experience in administration of tribal government or Native American agencies. Master’s Degree is Preferred.

LICENSE AND CERTIFICATES: Must possess a valid New Mexico driver’s license with no DUI/DWI convictions within the past three (3) years. Driving is an essential part of the duties.

SPECIAL WORKING CONDITIONS: Position is subject to Pre-Employment drug testing. Position is Safety Sensitive and will be subject to random drug screening for duration of employment. Must undergo and successfully pass a thorough character background investigation including FBI Fingerprints. Work is performed primarily in a standard office setting with some travel to various locations to attend meetings or inspect, supervise and/or perform department activities in responding to emergency scenes, disasters, or critical incidents. Incumbent may be required to work extended hours including evenings and weekends and may be required to travel and subject to emergency call out at any time.
