Duties Description The Deputy Commissioner for the Office of Health Equity and Human Rights (OHEHR), reporting directly to the NYS Commissioner of Health, serves as a member of the executive leadership team, partnering with NYSDOH senior leadership to enhance, develop and integrate the key equity strategies of the Department both internally and externally. The Office for Health Equity and Human Rights leads the Department’s commitment and strategy to be a diverse, anti-racist, equitable, and inclusive organization. The OHEHR is responsible for setting and implementing an overarching vision and framework of diversity, equity, and inclusion (DEI) at the leadership, programmatic and administrative levels. The OHEHR works to eliminate systemic organizational marginalization and promotes inclusion, anti-racist practices, and equity principles evidenced through policy, programming, and personnel recruitment. Essential duties and responsibilities:The OHEHR defines the overarching vision, framework, and strategy to achieve a diverse, equitable, and inclusive Department across all Centers, Divisions and Offices.- Engage in priority planning rooted in research, evidence-based best practices, and internal and external input.- Ensure the Department’s priorities are reflective of and inspired by health equity principles with the intent of eliminating health disparities. - Develop performance indicators through analysis and shared observations regarding programmatic practice and innovation, internal and external diversity, equity and inclusion metrics, and organizational culture and practice.- Collaborate with external stakeholders and subject matter experts to provide recommendation and evaluation of NYSDOH’s practices.- Identify and use key resources to stay current on DEI research and evidence-based best practices in developing policy, program, and recruitment. - Address emerging issues and work with designated NYSDOH staff to identify, document and address disparities and access barriers to prevention services, diagnosis, treatment, hospitalization, and deaths.The OHEHR directly facilitates health equity and DEI focused committees' representative of state agencies, DOH staff members and community stakeholders; works closely with all programmatic areas, as well Senior Staff, to ensure that organizational culture, practice, and leadership development are clearly reflected in the Department’s vision for diversity, equity, and inclusion. To this end, the OHEHR is responsible to,- Lead the NYSDOH OHEHR in supporting all programs in building their equity practices and culture.- Provide leadership in the development of culturally specific and culturally responsive policy and service delivery models, as well as create standardized guidance. - Develop and integrate an equity framework to establish equity action plans and identify equity leaders across the Department. - Work in partnership with NYSDOH Administration and Human Resources to design and implement strategies for recruiting and retaining diversity among employees at leadership, programmatic and administrative levels across the Department. This work requires excellent communications skills, both written and verbal, and strong diplomacy skills. The Deputy Commissioner must be a strong facilitator and able to build a robust network of partnerships across the Department and with external stakeholders to achieve stated goals. More specifically,- Develop opportunities to identify, discuss, and address equity issues impacting Department employees and key external stakeholders.- Develop communication systems to share best practices, highlight successes, and keep staff apprised of key initiatives and activities.- Provide technical assistance regarding cross-cultural communications and collaborations. - Stay abreast of research and best practices in diversity, equity, and inclusion, and infuse/adapt evidence-based practices to the Department’s culture and practice. The Deputy Commissioner will act as the Department representative in all areas of health equity and human rights both internally and externally. The Deputy Commissioner is responsible for the Department’s messaging, stakeholder engagement, legislative and fiscal implementation and the review of proposed policy, request for funding applications and other public facing actions for the presence of diversity, equity, and inclusion. Further, the Deputy Commissioner is responsible for the implementation of legislative actions aimed at addressing discrimination and racial injustice signed into law. The Deputy Commissioner is responsible for providing strategic, fiscal, and operational leadership for the AIDS Institute. Established in 1983, the AIDS Institute portfolio includes HIV, sexually transmitted infections, and viral hepatitis prevention, treatment, support, and care; LGBT health and wellness; and drug user health. The AIDS Institute is committed to carrying out its work according to the following guiding principles:- Meeting the unique needs of prioritized populations.- Addressing the social determinants of health.- Promote comprehensive and integrated services.- Implement data-based decision making and continuous quality improvement.While adapting to:- The ever-changing dynamics of HIV, AIDS, sexually transmitted infections, and viral hepatitis.- Scientific and medical advances.- The evolving needs of individuals, families, communities, health and human service providers and additional community and other stakeholders.The Deputy Commissioner is responsible for providing strategic, fiscal, and operational leadership for the NYSDOH Office of Minority Health and Health Disparities Prevention (OMH-HDP). The OMH-HDP works with individuals, communities, government, and public/private partners. The Office’s goal is to ensure high quality, affordable and accessible health care for all New Yorkers. The Deputy Commissioner works in partnership with the Associate Commissioner for OMH-HDP and the OMH-HDP team. Additionally, the Deputy Commissioner provides input on the planning and facilitation of the NYS Minority Health Council (MHC). The MHC is made up of community stakeholders, with expertise in health and social support systems across NYS, are representative of priority communities, and collectively work with the OMH-HDP to achieve the goal of equal health and health care for all New Yorkers. The MHC priorities include, - Raising awareness about the health of racial, ethnic, and other underserved populations.- Increasing the engagement of local grassroots communities in public health advocacy and research.- Increasing the number of racial, ethnic, and other underrepresented individuals that work in public health.The Deputy Commissioner is responsible for providing strategic, fiscal, and operational leadership for the Office of Gun Violence Prevention (OGVP). As part of New York State’s first-in-the-nation gun violence disaster emergency, the OGVP works to identify and bring together key partners in the community and law enforcement to identify steps that can be taken to curb gun violence in New York State. The OGVP coordinates efforts and directs resources to existing and emerging gun violence hot spots throughout the state. The OGVP collaborates with the Executive Chamber, Division of Criminal Justice Services, and other state agencies to establish an all-of-government approach.
