For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.NY HELPS Non-Competitive Minimum Qualifications:Five years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.Substitution: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. Certified AED/CPR Trainer Duties Description Standard Duties: Under the direction of a Disaster Preparedness Program Representative 3 in the Business Administration Bureau, the incumbent’s duties will include but not be limited to: Develop and administer emergency response and preparedness training programs. Administer daily/emergency operations procedures/processes. Prepare reports, briefing materials and other administrative paperwork as needed. Liaison with state/local and federal agencies on emergency preparedness. Serve as a representative for local Safety and Health committee meetings and as local operations officer if a center is activated. Work on site or otherwise respond to a disaster situation at a Department of Labor location. Administer AED / CPR training to staff statewide Collaborate with Security Personnel on tasks / projects that impact the agency. Additional duties as assigned by Division / Department Management.
