Duties Description Information Technology Specialist 2 Programming, SG-18, DOT COTS Regulatory & Compliance SupportUnder the direction of an ITS CTO Information Technology Specialist 3, SG23 COTS Team Lead for DOT, the incumbent will act as Technical Support for DOT COTS Regulatory & Compliance applications. The position requires strong technical, leadership, and communication skills to clearly articulate ITS concepts to Vendors and ITS team members, and executives at DOT.Duties for the position of the ITS CTO COTS Technical Support for DOT include, but are not limited to: Writing and reading DML and DDL in Oracle and SQL servers. Supporting web applications using HTML and JSON code. Understanding Web Services such as SOAP and REST. Executing assigned tasks using tools such as: TIDAL, SOAPUI, ELASTIC, SPLUNK, Oracle Developer, and SQL server tools. Perform L2 Operational / Technical support for ITSM Incidents to triage, engage Vendor, determine root cause and resolve Agency End User issues with their applications effectively and efficiently. Support Change Management when impacting DOT including: determining impact to DOT determine testing requirements for ITS staff supporting DOT. Migrating contracts, fixing issues when they arise, and testing changes made in non-Prod and Prod Tiers. Assist in the creation and/or update of the Knowledge Base Article and Operational Support Plan for each solution. Understand and participate with all ITS Technical Solutions, Policies and Standards; ITS Security Policies and Standards; ITS QA/QC Policies and Standards; Release and Deploy; Incident Management; Change Control; Secure Software Development Lifecycle (SSDLC) such as project management/administration, requirements definition, system analysis, system design, development support and operational deployment/implementation support, debugging applications, configuring systems, and ensuring adequate security / access controls. Incumbent will participate in off-hours testing and emergency response where reasonable and appropriate. Provide guidance to the application SMEs to ensure awareness and understanding, have access to current documentation, determine and resolve gaps, and oversight that assignments are aligned with same. Act as Project team member to interact with ITS CTO teams, Vendors and Agency/business subject matter experts to understand business needs/requirements to determine application / system requirements and to ensure technical and security compliance following a documented mitigation plan to address vulnerabilities. Review detailed application designs including the functional specifications that define the business rules and the input, processing, and output details pertinent to the systems operations and report programs. Support the implementation of all components of approved application solutions including system integrations following ITS Technical and Security Policies. Work with the vendor, Program Area and QA/QC to, test and debug various custom built and COTS applications following the ITS CTO DOT QA/QC and Release and Deployment Process Assist in managing the code base for multiple applications in a SVN and GIT code repository including appropriate versioning and commenting. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
