For the duration of the NY HELPS Program, candidates may be hired via a non-competitive appointment if they meet the below NY HELPS minimum qualifications.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE QUALIFICATIONS:Seven years of professional experience in a position where the primary (50% or more of the time) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services. One year of the professional experience must have been at a supervisory level.Substitutions: A bachelor’s degree may be substituted for up to four years of the above experience; an associate’s degree may be substituted for up to two years of the above experience.Qualifying professional experience includes, but is not limited to professional experience in corporate, not for profit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services. Duties must have included creating, scheduling, organizing, and promoting outreach activities, including conferences, workshops, training sessions and other public events, to promote agency programs to target populations.OR55 B/C: This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. Duties Description The Program Outreach Specialist 2 is responsible for developing, evaluating, and implementing outreach and public relations efforts related to the Child Support Program. Tasks will involve oversite of the content on the Program's intranet and intranet sites; development of Program informational materials; design, development and offering of outreach events targeting employers, hospitals, community and faith-based organizations, and other key Program stakeholders. This position, under direction of the executive team, will coordinate and support the development and implementation of focus groups and regional meetings as well as the gathering for feedback and lived experiences to ensure the Program is responsive to customer needs and develops materials and systems that are human center design focused. In addition, this position will support projects related to noncustodial parent employment, responsible parenting, and other future targeted initiatives. This position will coordinate the Program’s activities, including conferences, workshops, meetings, and other Program events. Serve as the Program's document coordinator to ensure all Program forms and publications are up-to-date, ADA compliant, and available. Supervise subordinates, including setting priorities, assigning work, and evaluating performance.Desired Competencies: Strong attention to detail. Strong commitment to quality customer service. Strong communication skills (both verbal and written), including facilitation and team leadership skills. Proven collaborative skills in implementing a team approach to accomplishing work. Ability to organize and prioritize multiple tasks and meet deadlines. Additional Comments A full-time permanent appointment will be made.
