The Senior Director, Contract Administration and Services for Buses (MTA Bus & NYCT), is responsible for developing, renewing, reviewing, and administering contract awards for all required and necessary material and services consistent with the legal and statutory requirements set forth in the MTA All Agency Guidelines, New York State Public Authorities Law, and the MTABC/NYCT Procurement Policy. Responsible for vendor management reviewing contract scope development, providing work direction, invoice validation, work acceptance, and recommendations regarding the debarment of vendors.

Management of legal agreements for the purchase of material and services on behalf of MTABC and NYCT, consistent with the legal and statutory requirements set forth in the MTA All Agency Guidelines, New York State Public Authorities Law, and the MTABC Procurement Policy.

Providing daily managerial oversight and direction of staff pertaining to employee issues and procurement related questions.

Working with the Agencies (NYCT, MTABC, and HQ] Procurement Departments and other MTA Agencies on all procurements issues relating to the development and award of Contracts.

Providing continuous strategic sourcing management and decision-making for the vendor supply chain agreements for required material, supplies, equipment and services to MT ABC and DOB (when applicable on Joint Contract Awards) to support all Bus operations.

Developing specialized valued based commercial business contract terms such as: liquidated damages, warranty, and indemnification which impact vendors to include higher contingencies in their bid prices. Evaluating and mitigating business and financial risk associated for major complex contract awards and related projects including determining the most appropriate allocation of risk between the MTA and the Contractors.

Education and Experience:

A baccalaureate degree from an accredited college in finance, public policy and ten (10) years of full-time related professional experience, and at least six (6) years of which must have been in a managerial/supervisory

A satisfactory equivalent of the combined education and experience requirements.

Desired Skills

Experience to review and approval of formal requisitions [estimated 50 requisitions per year at a value of $250M- based on 2022 actuals] PO and Contract award and management process [estimated at 100 at $1B for 2023].

Work with the BSC on vendor payments issues, ACH payments, and vendor "electronic invoice file".

Establish general and specific contract administration policies and procedures about preparing contract documents, internal controls, work processes for all Contracts.
