Job DescriptionThe Office of the Chief Counsel to the Mayor and City Hall is City Hall’s legal team, serving as in-house counsel for the Mayor’s Office. Working alongside the Law Department and the General Counsel offices of City agencies, the Office provides legal guidance to the Mayor and City Hall leadership to help advance the administration’s policy priorities. The Office also provides guidance on compliance, ethics, freedom of information, legislation, and policy matters.The Office of the Chief Counsel to the Mayor and City Hall is seeking a dynamic, public service-minded lawyer to work closely with senior policymakers. The Associate Counsel will report to the Chief of Staff to the Chief Counsel. Key tasks will include:

Researching various local, state and federal laws, court decisions and legal authorities, and other legal documents;

Providing policy guidance and legal analysis to City Hall staff to advance mayoral initiatives;

Working with senior administration officials on various transparency projects, including lobbyist reporting and compliance with the Freedom of Information Law;

Analyzing ethics questions for the Mayor’s Office, including gift and travel requests;

Providing legal analysis to Mayor’s Office staff in employment, EEO, and conflict matters;

Acting as a City Hall policy advisor to the agencies reporting to the Chief Counsel; and

Reviewing and making legal judgements about sensitive material.

At least two years of relevant legal experience, such as government, prosecutorial, and/or law firm experience;

Excellent analytical ability and practical judgment;

  • Serve as an integral member of the Product Legal team in the provision of legal and regulatory support and counsel to the Group worldwide. The purpose of this role is to cover a substantial breadth of in-house legal functions including full quantitative hedge funds lifecycle, U.S. and E.U. securities and fund-related legal and regulatory analysis and advice, including Advisers Act, Investment Company Act, Securities Act, Exchange Act and ERISA, E.U. UCITS Directive, E.U. AIFM Directive, E.U. SFD Regulation and Taxonomy, Irish and Luxembourg fund laws and regulations, as well as general corporate and commercial matters, such as corporate governance and commercial contracts. Work closely with the global Legal Department including Man AHL and Man Numeric. Manage all legal aspects of separate accounts and fund lifecycle including launch (preparation and negotiation of all offering and governing documents) and operation (including negotiation of material contracts and letter agreements with investors) in different jurisdictions (including, without limitation, U.S., Cayman Islands, British Virgin Islands, Ireland, Luxembourg) requiring coordination with local counsel and regulators globally (and in particular the Central Bank of Ireland and Luxembourg Commission de Surveillance du Secteur Financier). Lead legal negotiations with clients, financial institutions and service providers on multitude of legal and commercial issues. Advise Man with respect to U.S. and E.U. legal and regulatory developments. Assist in U.S. and E.U. regulatory matters and developments in relation to fund and SMA products. Prepare, and/or oversee external counsel preparation of offering and ancillary fund documents.
