Job DescriptionThe New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 9,000 diverse professionals and knowledgeable experts.The Health Affairs Division seeks to recruit an experienced and competent professional with considerable knowledge and expertise in data management and overseeing operational processes. Under the direction of the Assistant Commissioner and Deputy Commissioner, the Director of Data Management will be responsible for the monitoring of systems and identifying trends in services rendered to the incarcerated population at the Department of Correction. Additionally, the selected candidate shall manage any revisions and updating of data reporting systems to fit current Division and Departmental needs and also, when necessary, initiate new data collection systems that impact program effectiveness/efficiency. The selected candidate will be responsible for but not limited to the following:-Interpret data, analyze results using statistical techniques and provide ongoing reports;-Develop and implement data collection systems and other strategies that optimize statistical efficiency and data quality;-Acquire data from primary or secondary data sources and maintain databases/data systems;-May provide oversight and technical assistance of processes and practices within the unit/department and facilitate meetings/initiatives to improve effectiveness/efficiencies-Identify, analyze, and interpret trends or patterns in complex datasets;-Work closely with management to prioritize department and information needs;-Locate and define new process improvement opportunities;-May provide supervisory oversight of staff;-Liaison with other agencies regarding data consistency and reporting;-Perform related duties as required.This role may be required to be on-call during off hours for urgent/emergent issues/concerns.Additional InformationThe City of New York offers a comprehensive benefits package including health insurance for the employee and his/her spouse or domestic partner and unemancipated children under age 26, union benefits such as dental and vision coverage, paid annual leave and sick leave, paid holidays, a pension, and optional savings and pre-tax programs such as Deferred Compensation, IRA, and a flexible spending account.Qualifications

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
