Job DescriptionUnder the direction of the Deputy Commissioner of Administration, with very wide latitude for independent initiative and judgment, the Executive Director of Professional Development is responsible for performing difficult and professional work administering, directing, and monitoring training and staff development activities, as well as administering activities related to the DOB-Approved Course Provider application process. The Executive Director plans, supervises, and evaluates the activities of Buildings University staff who prepare and conduct studies and analysis of the training objectives of DOB employees, as well as assess performance deficiencies which can be addressed with the appropriate training resources. Additionally, the Executive Director develops curriculum and training aids for employees based on their determined needs and issues the appropriate credentials to inspectorial personnel that successfully complete required training objectives.Under supervision:

Design, plan, manage, and direct the development and delivery of training activities to Agency staff to ensure efficiency and productivity. Plan and prioritize tasks and projects, ensuring impediments to meeting deadlines are identified and resolved.

Develop training strategy, including defining training goals, objectives, roles, and responsibilities of the training team to ensure curriculum developed meets the needs of the Agency.

Oversee development of curriculum standards, assessing training needs, directing the design and development of training programs to meet the needs of DOB staff assigned throughout the City of New York. Set professional development policies for DOB.

Provide program oversight and direction for Course Provider Administration, which is responsible for the approval and monitoring of institutions and organizations authorized to provide construction-related training to workers; liaise with other agencies and external stakeholders regarding the program.

Supervise Deputy Directors, ensuring that the work produced by Buildings University is of high quality, timely, and meets the objectives of the Agency. Mentors and provides guidance to subordinates and, as the need arises, handle responsibilities for these individuals, such as providing guidance and management of direction and staffing.

Establish and maintain cooperative relationships with other City, state, and federal government agencies, external vendors, and academia to set training objectives and policy. Collaborate with various outside agencies and vendors to identify training opportunities, define deliverables, and manage delivery of training. Enable the sharing of knowledge across the organization through the creation of networks, tools, and other forms of collaboration.

Attend Agency meetings on behalf of the Deputy Commissioner of Administration and inform senior staff of new information.

Liaise with other Agencies in high-level staff meetings where the design and implementation of training is discussed.

Oversee the design, implementation, and facilitation of the train-the-trainer workshops on DOB and related topics. Ensure the scheduling, conducting, and evaluating of train-the-trainer workshops is designed to qualitatively familiarize all trainers with curriculum materials, presentation methodologies for policy and training releases, special training projects, and new hire trainings.

Responsible for the analysis and review of feedback and related data to enhance training modules and develop and oversee implementation of corrective action plans.

Maintain appropriate training materials, resources, and tools such as presentations, recordings, user guides and trainer materials and develop quality assurance protocols, databases, and training reports to ensure that agency and program goals are met.

REMOTE WORK

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Qualifications

A baccalaureate degree from an accredited college in education, human resource development, industrial and/or organizational psychology, organizational behavior, public administration, training and development, or a closely related field and four years of satisfactory, full-time experience in training and development, at least one year of which must have been in an administrative, managerial, consultative, executive or supervisory capacity; or

Education and/or experience equivalent to "1" above. However, all candidates must have the one year of administrative, managerial, consultative, executive or supervisory experience as described in "1" above.
