Senior Compliance Analyst

Job DescriptionThe New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and over 11,000 employees who manage and maintain 311 developments that house about 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to about 200,000 additional people.Reporting directly to the Director of Technical Oversight and Special Projects Unit (“TOSP”), the Quality Assurance Specialist will play a pivotal role within the Compliance Department. This position involves supervising and guiding other staff, evaluating and ensuring compliance with contract specifications, and maintaining high standards of quality assurance across various facets of building systems and regulatory requirements.Responsibilities include, but are not limited to the following:

Inspection and Compliance:

Conduct thorough inspections of developments and delivery equipment/goods to ensure compliance with contract specifications.

Perform inspections as needed.

Evaluate, prepare, or modify contract scopes or purchase order specifications.

Participate in pre-bid conferences and interpret purchase orders or contract specifications.

Coordination and Conflict Resolution:

Collaborate with department officials, procurement staff, and representatives from manufacturers and vendors.

Assess and address complaints from stakeholders, including vendors, and work with agency personnel to resolve disputes.

Explain relevant City regulations to all concerned parties.

Product Evaluation:

Review data on products and services and assess recommendations for alternative processes or products that are equivalent to standard ones.

Suggest actions based on new information, policies, or adverse laboratory results.

Reporting and Analysis:

Prepare detailed and complex analytical reports on purchasing, inspections, good storage/management, or related activities.

Independently conduct research, both in the field and at a desk, to ensure timely investigations.

Identify technical and regulatory deficiencies in existing processes and bring them to the attention of the Director and Chief Compliance Officer.

Technical Oversight:

Provide technical oversight for the work performed by other units within the Compliance Department and across the authority.

Present data-driven analysis and recommendations to improve NYCHA’s compliance with regulations.

Other Responsibilities:

Define and implement metrics to measure improvements and compliance.

NOTE: The Department of Citywide Administrative Services (DCAS) administered a civil service exam for the Quality Assurance Specialist title on 03/06/2024. Qualifications

A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience purchasing or inspecting, for the purpose of ensuring adherence to purchase or contract specifications, supplies, materials and/or products such as: paints, linoleum, hoses, sand, brick, wire, shades, hardware

and tools; plumbing, electrical machine shop, building and cleaning supplies; furnishings and furniture, lumber and wood related products; metals; equipment; foods, drugs, and chemicals; fuel; textiles; printing, stationary and other sundry items; or

A baccalaureate degree from an accredited college or university, and one year of satisfactory full-time

experience as described in "1" above; or

A satisfactory combination of education and/or experience equivalent to "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis that 40 semester credits from an accredited college or university may be substituted for each year of required experience. However, all candidates must have a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in "1" above.

Driver License Requirement: By the time you are appointed to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension(s) or an accident record, you may be disqualified.
