The OpportunityWSP has an exciting opportunity for an experienced Senior Consultant, Marketing - Federal Proposals in any US location where we have an office. This position will be involved in projects with our award-winning Strategic Growth Team (SGT) - a multi-faceted and industry-best sales and marketing organization in support of our Earth & Environment (E&E) business across the US.The Senior Consultant, Marketing - Federal Proposals will support the business through strategic collaboration with business development and operations teams to plan and deliver significant federal proposals for a diverse range of US Government clients across the nation. This highly visible role involves close coordination with senior leadership, capture personnel and operations management to write, edit, review, and produce successful proposals. This position focuses on pursuit execution excellence.The ideal candidate will have:
At least 5 to 7 years’ experience federal government proposal management, significant writing experience ensuring compliance to solicitation requirements.
Experience leading large competitive strategic federal proposals in environmental AE, compliance and remediation services in $5 to $500M range or has been a Volume Lead on a strategic federal environmental proposal ranging from $5 to $500M.
At least 1 year leading environmental services for DoD, such as USACE or NAVFAC, or other federal agencies such as DHS, DOE, VA, etc.
At least one-year leading SF330 format proposals for federal agencies.
Formal proposal training and/or certifications (e.g., APMP) preferred.

Provide strategic and tactical guidance and support during the capture planning and management processes.
Provide full pursuit and proposal support from capture through interview and negotiation.
Oversee/produce schedules, compliance matrices with outlines, proposal kickoffs, and technical/management solution sessions.
Support identification of past performance, prior experience, and qualified personnel to meet solicitation requirements.
Ensure win strategy, technical/management solutions, qualified professionals and past performance references, win themes, discriminators, compliance, and clear understanding of the requirement are well-articulated and consistent throughout final proposal documents.
Prepare compliant and responsive TORN responses across multiple contracts.
Coordinate color/management team reviews.
Remain current on all solicitation modifications/Q&A and communicate them to the team.
Revise schedule, outline, and compliance matrix as necessary throughout proposal life cycle.
Coordinate with graphic designers to conceptualize, develop, and integrate compelling proposal graphics that convey concepts and proposed solutions to enhance proposal documents.
Collaborate with Capture Manager, Technical Lead/PM, volume/section leads, authors, SMEs, legal, estimating, pricing, and small business team members.
Support other SGT activities (e.g., content databases, SharePoint library management), as needed.
Required Qualifications
Bachelor’s Degree or equivalent years of relevant experience.
At least 5 to 7 years’ experience in federal government proposal management, support, and/or writing experience, preferrable for environmental services from environmental documentation required by regulatory agencies to actual remediation services at various federal sites.
Excellent writing, organizational, and communication skills.
Strong ability to guide and effectively influence pursuit teams.
Strong interpersonal skills and the ability to interface with all levels of management, proposal teams, SMEs, peers, and teaming partners.
Ability to meet deadlines while being flexible and adaptable to required changes.
Ability to develop compelling themes, discriminators, and messaging to communicate value proposition.
Ability to prepare Task Order Requirement Notification (TORN) responses for federal Indefinite Delivery/Indefinite Quantity contracts.
Ability to work well both in a team and independently.
Ability to manage multiple projects simultaneously.
Ability to manage geographically disparate teams who have limited time to support proposal writing.
Ability to create original content using interview and research techniques.
Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook), InDesign and SharePoint.
Demonstrated ability to lead large, diverse and disparate teams.
