No County Dutchess Street Address Dutchess County Office 28 Firemen's Way City Poughkeepsie State NY Zip Code 12603 Duties Description The Sr Admin Analyst will work with the Director on regional planning, including the strategic plan, steering initiatives, and improvement plans to promote a proactive and vision focused direction, in alignment with the 5.07 Plan and DSO goals. The function of this Senior Administrative Analyst position is to provide support for the Taconic district and Region 4 in the areas of conducting organizational reviews to identify vulnerabilities impacting health and safety and service delivery. This position serves the district in a unique way as the person is tasked with analyzing operations and systems, recommending performance improvements, in line with OPWDD, DSO and Region 4's strategic plans, and working across the region with the residential teams and the QI Department to develop processes, methods, and standards of practice to implement changes in support of those objectives and mission.The incumbent will be tasked with analyzing and evaluating the functions of the organizational processes and to develop recommendations and procedures to improve operations. The incumbent will work closely with residential teams and the QI department in these ways to better position Region 4 as the safety net provider and to accept additional referrals. The person will be a key liaison, under the direction of the Region 4 Director, with central office staff on projects and initiatives driven by OPWDD and specifically the Division of State Operations. The candidate will assess the effectiveness of cross departmental communications and collaboration in support of service delivery and OPWDD, state and other regulatory requirement compliance and assist in developing processes to streamline and make more efficient (via manuals, forms, curriculum, trainings) the work involved in residential service delivery across titles. the incumbent will report to the Region 4 Director to ensure projects are undertaken based on priorities established by both the local and statewide strategic plans, driven by data and best practices, outcome focused, and standardized across the region. The position is unique within residential operations in its cross district and region role to identify vulnerabilities and develop recommendations and processes, and standardize as appropriate, to improve health and safety and program operations in Region 4. The candidate will be a key liaison for central office initiatives and projects and assist in the development and implementation of systems as they relate to improving communication and collaboration among the residential teams and support divisions. For appointment to Administrative Analyst Trainee 2, NS (equivalent to SG-16):A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.For appointment to Senior Administrative Analyst, SG-18:A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.Substitution:A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status. The position may be filled at the Administrative Analyst Trainee 1 level equated to SG-14 ($52,198), Administrative Analyst Trainee 2 level equated to SG-16 ($58,247) or full performance Senior Administrative Analyst SG-18 ($65,001) based on education and experience. A Mid-Hudson adjustment of $1,650 will be added to all salaries. Candidates hired at the trainee level will be advanced to the full performance Senior Administrative Analyst SG-18 following successful completion of the traineeship. If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee. The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
