Duties Description The Office of Children & Family Services (OCFS), Division for Juvenile Justice and Opportunities for Youth (DJJOY) is seeking a psychologist or school psychologist to support the Committee On Special Education (CSE) in Juvenile Justice Residential Facilities. As a member of the Bureau of Behavioral Health Services, the incumbent will report directly to the Principal Psychologist and serve as a member of the BBHS administrative team. The Psychologist will support facilities identified in their region and will ensure that the psychological components of the CSE meet State Education requirements and best practice. The incumbent will support facility psychologists in completing required testing and assessment, identifying appropriate CSE classifications and IEP interventions, and referring youth for specialized assessment and follow-up care. In the absence of a facility assigned CSE Psychologist, the incumbent will complete necessary testing, assessment, and treatment planning as identified above. The incumbent will also be responsible for participating/supporting facility psychologists in CSE meetings and any transitional planning meetings that occur between a DJJOY facility’s Education Department and the receiving school district. Other responsibilities include developing and facilitating clinical trainings, conducting quality assurance audits of clinical records, and participating in all administrative forums and meetings as identified by the Bureau of Behavioral Health Services Director.A state-wide psychology supervision provides practitioners the opportunity to discuss cases and systems considerations with other psychologists working in DJJOY facilities (of which there are 9). DJJOY provides numerous clinical trainings with accompanying NYS Department of Education approved Continuing Education Units (CEU’s). Additional Comments Preferred Qualification: Certification as a School Psychologist.An individual with experience and the necessary skill sets to provide crucial behavioral and mental health services to adolescents with developmental and intellectual disabilities is preferred.For the duration of the NY HELPS Program, this title may be filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Background Investigation Requirements:1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks.
